The Laws of North Carolina require a sheriff to have a free hold; our Constitution says they County Courts shall elect Sheriffs to serve two years, and they shall be commis= =sioned by the Governor, but does not specify their Qualifications - I therefore think we ought to recur to the Laws of North Carolina for them; which require a free hold-

To his Excellency Joseph McMinn Governor of the State of Tennessee.

The undersigned, members of the bar, on their recommendation of a suitable person to fill the vacancy occasioned by the death of the Honble Archibald Roane, late one of the Judges of the Supreme Court of this State, cannot withhold a tribute of respect for the many virtues which have been conspicuously displayed in the different Offices he has filled - He will long be remembered with affection - His loss they deplore! -

Should your Excellency think that vacancy ought to be filled by a resident of East Tennessee, they would respectfully recommend Thomas Emmerson Esqr as eminently qualified for that appointment. 10th Jany 1819.
