His Excellency, William Carroll,

Dr. Sir,

James H Russell the former Entry Taker for Stewart County has been dead for some few weeks past and the Citizens have been at a loss to find any one willing to accept the appointment, there being but few entries now to make Mr Neil McDaniel has consented to accept if you think proper to appoint him - it will be in accordance with the wishes of many and be opposed by none - He is an honest, industrious man and a worthy citizen and will discharge the duties of the Office promptly - There are a few persons now waiting and desirous of making Entries - Be so good as to let me hear from you soon

To his Excellency Wm Carroll

Your petitioners represent that James H Russell the Entry taker of Stuart County [sic] hath lately departed this life and that the Citizens of said County sustain some inconvenience fom the want of some person to perform the duties of that office - they therefore petition for the appointment of some suitable person - and recommend to your Excellency Joseph Smith of said County as suitably qualified for discharging the duties of that office -
