Sir;
Pursuant to instructions contained in your letter of 28th July relative to the former indebtedness of the Government on account of Indian service in California I have caused the within advertisement to be published in five papers in different portions of the state.

Although I am fully aware that there are some unpaid liabilities contracted under other Superintendents that those mentioned in the advertisment. I did not dare to open the door to the class of men who did business with and were employed by Henley. McDuffie. of for the elasticity of conscience in that crowd would enable them to prove up a debt equal to that of the Southern Confederacy. Such a move would also be fully in keeping with their political scruples, as it would embarass the locomotion of the Government by withdrawing the "sinews of war."
