The subject of french Spoliation prior to the year 1800, has long been a subject of complaint by the sufferers against our Government, bieng fully of the opinion that our Government did agree with the French that would assume the debt and be answerable to sufferers, but they have hitherto refused to comply to a bargain of their own makeing [MAKING], as it was done without the liberty of the people. Many have suffered even unto death for want of their just right, which our Governt. [GOVERNMENT] have wickedly deprived them of.
It estimated that the demand of the people belonging here is about 250000 $.
Congress is now sitting, the subject has been up spiritedly, but not yet acted upon. The people in various parts of the U [UNITED] States seems in earnest that the subject of French Spoliations should be acted upon in Congress.

The weather for a week past has been very moderate for Winter, but Cloudy, with some rain which has taken all the Ice and Snow from the harbour [HARBOR], the ground is clear of frost.
But it has been uncommonly dull and unwholesome weather, which has caused some sickness.

Wind Easterly & a Snow storm, but moderate. The Snow about six inches deep. The weather is more like Spring than Winter a little rain, a little snow, a little Cold. Generally thick Cloudy, Streets very Muddy.

A fish boat from South side caught 195 fish.

17th
SE wind and Rain continues, which has been the course of the weather very nearly for a Month two or three excepted of pleasant sun shine.
