"The Commission, however, is of opinion that the returns
of the Presbyteries on the financial propositions submitted
to them in the remit are scarcely definite enough to meet
the case as provided for in the Assembly's instructions to
the Commission, yet consider them so far encouraging as to
lead the commission to recommend the General Assembly
to take such steps as will secure an adequate endowment
of the University, or such an annual income as will provide
for its proper equipment and maintenance.

"That the Assembly may be fully seized of all the facts
which were before the Commission, the returns of the
Presbyteries and other documents bearing on the matter,
which led to the Commission's finding, are hereby
transmitted for the information and use of the
General Assembly."
