the people of Winchester to construct for the use of the University
two turnpikes, one leading from Rowark's Cove and the other
from Talley's Cove terminating on top of the Mountain; asking
him, as Engineer to place himself in communication with the proper
authorities and lay out and locate for the roads and to superintend
the building of the roads - in the name of the Board of
Trustees of the University. 1 p.

to stop the contract for the plat of the University, stating
that work had already begun and progressed more rapidly than
