149 Columbia Wash Feb 1st 1/97 Regular meeting of the Town Council of the Town of Columbia Wash. Mayor C F Reeves presiding: Roll called and the following Councilmen answered present A A Hepler, Thad Osgood and C Cameron. Absent D C Brown and F J Browne Minutes of the last meeting read and approved: The resignation of F J Browne as councilman was read and on motion was accepted. On motion C S Chase was elected to fill the vacancy: who being duly sworn took his seat as one of the council: On motion the council proceeded to elect Officers for the ensuing year: W S McCurley was nominated for City Attorney and on motion & 2 was elected by acclamation: J A Kelso was nominated for Town Clerk and on motion & 2 was elected by acclamation: C N Groat was nominated for Town Marshal and on motion was elected by acclamation: moved & 2d that council proceed to elect a health board: carried: T J Womack, E Valand, A A Hepler, C S Chase and C Cameron werenominated as members of the Health Board for the ensuing year. An on motion were elected by acclamation: The Mayor announced his appointment of the following members to the several Committees:

150 Committee on Water Thad Osgood, and A A Hepler: Committee onFinance: Thad Osgood, C S Chase and C Cameron Committee on Streets and Alleys, C Cameron and A A Hepler: Committee on Lights, Thad Osgood and D C Brown: Committee on Buildings and Wharves, C Cameron and D C Brown: W S McCurley, C N Groat, and J A Kelso filed their oath of Office: On motion & 2d the Attorney was instructed to prepare an Ordinance creating a Salary fund, and report the same at our next meeting: On motion Marshal was instructed to look up the leakage of water and have owners to repair the same. On motion the Attorney was instructed to prepare an Amendment to the Ordinance No 51 So that the Bond of the Treasurer shall read Fifteen Hundred Dollars instead of Twenty Five Hundred Dollars. Bill of O P Askarn in the sum of $5.00 for medical services on Scarlet Fever cases read and on motion &2d was ordered paid out of General Fund and a Warrant ordered for the same. On motion Street Committe was instructed ascertain cost of layina a walk on Winston Street between Ferdinand and Angeline and report at Saturday evening meeting; Also examine Rainier Ave and report needs of same:

151 Ordinance No 67 An Ordinance providing for the contesting of election inthe Town Of Columbia and the proceedings therein, was read and duly considered and on motion and 2d was passed by unanimous vote. Motion & 2d to adjourn to Saturday eve: was lost: On motion warrant was ordered in favor of C P Hutchinson for one month's salary as marshal to be delivered when report and books are delivered and audited: On motin& 2d meeting adjourned to Saturday Feb 6th at 8 PM to receive Bonds of officers and further consider unfinished business. 152 Columbia Wash Feb 6th 1/97 Adjourned meeting of the Town council of the Town of Columbia: Mayor C F Reeves presiding; meeting called to order Roll Called and following answered to their names. Osgood, Cameron & Chase councilmen and J A Kelso Clerk. reading of minutes postponed: Street Committee report cost of walk on Winston Street to be about $20.00 and can find no one to take General Fund Warrants for lumber. Council instruct Committee to proceed to lay walk providing private citizens will donate 1/2 of the amt. Ordinance No 68 An Ordinance to amend section No 10 entitled "An ordinance providing for the contesting of elections inthe Town of Columbia and the proceedings therein": was read, duly considered and on motion was passed by unanimous vote. Ordinance No 69 An Ordinance to amend sec 1 of Ordinance No 51 entitled An Ordinance fixing the Bonds and compensation of Officers of said Town of Coulmbia making Bond of Treasurer $1500 was read, duly considered and on motion was passed by a unanimous vote. Bond of C N Groat Marshal was read and on motion & 2d was accepted and ordered filed. On motion Clerk, Treasurer and Attorney were givin until Feb 11th 1/97 to file their several bonds. On motion meeting adjourned to Feb 11th 1/97 approved Mch 1st C F Reeves mayor J A Kelso clerk

153 Columbia Wash Feb 11th 1/97 Adjourned meeting of the Town Council ofthe Town of Columbia: Mayor C F Reeves presiding meeting called to order. Roll Called and the following answered to their names. Thad Osgood, Chase, Brown and Cameron Reading of minutes postponed. Street Com. report progress on walk and ask further time which was granted: Alos report on Rainier Ave a being in bad condition: Attorney reports pregress in Grade assessments: and promised full report at next meeting: On motion The marshal was ordered to furnish 1 cord of wood at Town Hall. And Same be paid out of the Emergency fund: On motion & 2d the Council proceeded to the election of Police Judge. L A Osgood was nominated for police Judge and on motion & 2d was elected by acclamation: On motion and 2d The Attorney was instructed to draft and Ordinance regulating the running at large of kinds of stock: and present the same at next meeting. Bond of W S McCurley was read and a motion to approve the same was lost. On motion attorney was granted further time to file and amended Bond and on motion D C Brown and O S Chase were appointed a committee to examine and report on same at our next meeting.
