155 Columbia Wash Mch 1st 1/97 The Town Council of the Town of Columbia met persuant to adjournment Mayor Reeves called meeting to order Roll Called and following members present D C Brown, T Osgood, A A Hepler, L S Chase and C Cameron Minutes of last regular and adjourned meetings read and approved. Report of finance Committee read and accepted and recommendations in report referred to Attorney and Water Committee. Committee on Attorney Bond not ready to report. On motion Council ordered a committee of the whole and examined Attorney's Bond And on motion the said Bond was approved and ordered placed on File: Attorney report favorable on Bonds of the Clerk, Treasurer and Police Judge And on Motion the several Bonds were approved and ordered places on file. The Clerk and Attorney who were appointed a committee the look into and ascertain whether Bonds for $4000 could be sold. report nos progress. And on motion the report was accepted and committee discharges: Committee on Street report progress on walk: On motion the Treasurer was authorized to transfer $10.00 from the General to the Emergency Fund: Committee on Streets was authroized to purchase lumber and draw warrant on Emergency Fund for balance of Lumber and proceed to lay walk forthwith and have the labor done and recpt for Poll Tax on same.

156 On motion Marshal was instructed to notify S & R B Rwy to repair their water pipes and on their refusal to turn the water off untill same was repaired: On motionMarshal was instructed to make out list of persons owing for back water rent and hves the same at the next meeting. Also amount due from each person: On motion Clekr was authorized to draw a warrant on the Emergency fund not to exceed $5.00 to pay balance due of Lumber & etc for laying walk on Winston Street: Bill of A H Hepler for 5 gal Coal Oil and one Broom in the sum of $1.35 was read and on motion a warrant was ordered on the Emergency Fund to pay the same: Bill of C N Groat for 1 cord of wood for $2.50 was read and on motion warrant was ordered on Emergency Fund Ordinance No 70 An ordinance to regulate the running at large of certain animals during certain hours within the Corporate Limitms of the Town of Columbia and prescribing a penalty and a mode for disposing of such animals: was read and duly considered and on motion was read a 2d time and passed by sections. And On motion the ordinance passed as a whole approved and signed by the mayor. On motion the Attorney was instructed to draft an ordinance creating a license for the keeping of dogs. and report the same at next meeting On motion Attorneys was instructed to require Street Warrant in paymt of Judgements against Grade tax except parts an attorney fees which must be paid in each:

157 On motion Water Rent was rebated to a A Hepler for the months Now Dec and January in the sum of $1.50. On motion 1/2 month water rent was rebated to J A Kintzforthe month of Nov. 158 Columbia Wash Apr 5th 1/97 The Town Council of the Town of Columbia met in Regular meeting: Meeting Called to order Mayor Reeves presiding Roll called and following answered present Chase, Osgood, and ]]Cameron]] Absent Brown and Hepler Minutes of last meeting read and approved: Street Committee report Sidewalk on Winston St finished and following Bills presented for payt of same. Cost of material $15.00 and donations to the amt of $5.50 leaving a balance of $9.50 which on Emergency Fund warrant was isssued by the Clerk and signed by the mayor. On motion Report of Committee was accepted and issuing of emergency fund warrant of $9.50 was ratified: Report of treasurer was read and referred to finance Committee. Report of Attorney read and referred to Finance Committee: Report of Marshal read and referred to Finance Commiteee: Report of C P Hutchinson for the month of January read and referred to Finance Commitee: Clerk is given further time to report back Water Accounts reported by the Marshal and referred to Finance Committee Bill of J J Knitz for material to repair water pipe in the sum of $2.25, also Bill for $1.50 for labor was read and on motion the same were ordered paid out of the Emergency Fund: Ordinance #71 An ordinance regulating the keeping of Dogs in the Town of Columbia for the licensing of the same and providing a penalty; was taken up by sections and on motion the same was passed as a whole: approved by the mayor and attested by the Clerk.
