164 Columbia City Wash July 5th 1897 the Town Council of the Town of Columbia met in regular session at 8:50 o'clock Brown, mayor pro tem in the chair. Cameron, Voland and Brown responded to roll call. Osgood and McGarvin absent Motionwas made to declare the office of McGarvin councilman vacant, he having failed toqualify for said office. Carried. Motion was then made to re-elect Mr. A A Hepler to fill vacancy. Carried. and Hepler was reelected; and his oathof office properly filed. Motion made to issue a warrant in favor of Guy Groat - Emergency fund - sundries. - Amount $4.50 Carried. Motion made to transfer fifteen dollars ($15.00) from the General to Emergency Fund. Carried. Motion made to issue warrant on Emergency Fund in favor of D W Brown for lamp used by Town Council - amount $1.00 Carried: Marshal's quarterly report read and referred to Finance committee. Clerk's quarterly report read and referred to Finance committee. On motion meeting adjourned Approved C F Reeves C S Chase clerk

165 Columbia City Wash August 2d 1897 The Town Council of the Town of Columbia met for regular session but adjourned no quorum being present. C S Chase clerk Columbia City Wash September 6th 1897 No Council meeting it being a legal holiday. C S Chase clerk

166 Columbia City Wash September 15th 1897 The Town Councl of the Town of Columbia met in extra session with Mayor Reeves in the chair at 8:30 o'clock. Roll Call answered by D C Brown, A A Hepler, & T Osgood Chas Cameron and E Voland absent. Minutes of July 5th read and apporved with out correction. Verbal Report of city Attorney on road tax levy and relative matters, listened to Clerk's Bond read and approved by Council and placed on file. Resignation of E Voland council read and on motion was laid on the table until next regular meeting. Statement form County Auditor considered and on motion was accepted on conditions as per following resolution: Be it resolved by the Town Council of the Town of Columbia that the sum of $45.09 be accepted by said town in full payment of all penalty and interest erroneously credited to the General Fund of King Co instead of the General fund of said Town by the present and former Treasurer of King County; and said sum is, now accepted by said town and its Council as full settlement against the County of King for said penalty and interest collected by said County and erroneously credited to the general fund, to and including March 31st 1897, it being distinctly understood however, that this does not include and is no waiver of said Town's claim against said county for road Tax collected in road district lying within the corporate limits of said Town and applied to territory outside of said Town in said district or elsewhere, and this resolution in nowise is to affect the status of said road taxes. Motion was made to instruct the Clerk to officially notify the Treasurer to have his report for the last and current quarter ready for next regular meeting: carried. On motin Council adjourned.

167 Columbia City Wash October 4th 1897 The Town Council of the Town of Columbia met in regular session at 8 o'clock PM Mayor Reeves presiding Roll Call answered by Brown, Hepler and Osgood; Cameron and Voland absent. Minutes of last meeting read and approved. Treasurer's report read and accepted with the understanding that a written report of the same should be filed with the Clerk as soon as possible. Marshal's report read and accepted. Marshal's request to have $4.00 deducted from his next salary warrant in payment for water rent due from one Mrs Huff, granted. Attorney's verbal report of Street Grade assessment matter heard. On motion Mr Osgood was appointed a special committee of one to look into road and bridge matters. Clerk's quarterly report read and accepted. Resignation of E Voland accepted by regular motion of the Council and J A Campbell elected to fill that vacancy, and his oath of office filed with the clerk. Petition fo C S Chase for rebate on water rent read and on motion was granted, with one dissenting vote from Mr A A Hepler Motion was made and carried to instruct the City Attorney to draw up ordinances establishing certain funds under the new law, and matters relative thereto. Mr Campbell was appointed by the Mayor as member of the Finance Committee, in place of Mr. Voland. On motion meeting adjourned until Wednesday evening Oct 6th. Apprived C F Reeves mayor. C S Chase clerk Correction: On motion Clerk was ordered to issue Genreal Fund Warrants for Marshal's, Attorney's and Clerk's quarterly salary.

168 Columbia City Wash October 6th 1897 Regular adjourned session of the Town Council met at 8 o'clock PM called to order by the Mayor. Minutes of previous session read and with one correction, same was approved. Report of Special Committee Osgood that old County Road Bridge was in need of repairs, accepted and the committee discharged. Motion was made to instruct the Street Committee to prepare specifications of bridge repairs and report the same to the Mayor who shall then advertise for sealed bids for such repairs, by posting said call for bids as provided by ordinance for posting ordinances and other notices. Carried. Ordinance establishing a Current Expense Fund and an Indebtedness Fund, read and the statute relating thereto examined. clerk then reported outstanding warrant indebtedness as follows: General Fund 1914.00 Water Fund 844.50 Interest on above Fund 250.00 Total 3008.50 and the following estimate of expenses for the year 1898 made and approved. Salaries 200.00 Street Repairs 360.00 Sundries 175.00 Total 725.00 The above report and estimate passed by a majority vote of the Council and on motion the above ordinance was adopted and read. Ordinance fixing the tax levy for the year 1897 at six mills for Current Expense Fund, and six mills for Indebtedness Fund making twelve mills on each dollar's valuation of taxabbl property, read and approved by regular motion. Motion was then made to instruct the City Attorney to draw up an ordinance amending Ordinance No 1 entitled An Ordinance providing for the posting of ordinances. Carried On motion meeting adjourned.
