September 5th - 1899 -

The town council of the town of Columbia met in regular session at 8: p.m. - present Mayor Reeves Councilman Peirson, Campbell, Hepler Hellenthal. Absent - Councilman Marshall

Minutes of previous meeting read and approved. Report of attorney for August read, accepted and filed. Report of marshal for August read, accepted and filed

Communication from Ssoldiers Reception Committee to take part in Entertainment was read and clerk directed to notify said committee that the same was accepted.

Upon recousideration of the question of the resignation of Mr. Whittington as marshal, his said resignation was not accepted.

Upon motion carried Carl H Reeves was elected to act as deputy Marshal at the salary of $6.50 per month, it being understood and so expressed that until further notice the marshal's salary be paid to Carl Reeves as deputy instead of to Mr. Whittington

On motion a warrant was ordered drawn in favor of Mr. Whittington for salary as marshall for August and July amounting to $13.00 and [carfare?] .40 total 13.40-

On motion the clerk was authorized is pay by warrant the bill of the Metropolitan Printing Co. for printing health notices for $1.50

A warrant was ordered drawn in favor of Guy [Grear?] for seventy five cents for work done on the town reservoir.

On motion council adjourned

Minutes of Meeting held Oct 2 - 1899

The town council of the town of Columbia met in regular session at 8 oclock P.M. Present Mayor Reeves - councilmen Hapler, Pierson and Hallenthal - absent - Councilmen Campbell - and Marhall Minutes of previous meeting were read and approved.

The [water?] [committee?] reported that the ground on which the present water reservoir is [srettaied?] should be condemned and bought by the town. They also reported progress on work of finishing the reservoir.

A resolution was passed [aurhariging?] and [drrecting?] water committee and town attorney to take proper steps toward [eaudiuiring?] the site on which said reservoir is situated.

The deputy Marshals report was read and accepted and street committee was directed to procure the necessary tools and [implements?] for the marshal -

The Attorneys report was read and accepted - The Marshal was instructed to [monby?] the Seattle and Renton Ry Co to repair [peanking?] on its railroad track within the town of Columbia -

The Clerks quarterly report was read and accepted - The treasurer was [allowed?] to Monday Oct 9 to submit his quarterly report

The marshal submitted a list of residents who have not as yet paid poll tax for the year 1899 -

The following [current?] Expense Fund warrants were by order drawn for the following amounts - [Ue?] 102 In favor of Thad Osgood for 1.20 - repairing reservoir '' 103 '' '' '' F A Sutherland '' 120.60 lumber for '' '' 104 '' '' '' R D Nichols '' 30 salary for last quarter '' 105 '' '' '' J L Dudley '' 15 '' '' '' '' '' 106 '' '' '' Carl H Reeves '' 6.50 '' '' '' month '' 107 '' '' '' D [JM?] Harrison '' 10- Services as [Heand?] official

November 7 1899

The date for the regular meeting of the Town Council, November 6th being declared by the governor of the State of Washington to be a legal holiday, said town council met this 7th day of November at 8 pm: present Mayor Reeves, Councilmen Hapler, Hallenthal Peirson and Campbell; absent M Marshall -

Minutes of meetings of Oct 2 and Oct 9th read and approved.

Water Committee reported work of repairing water reservoir [wide?] [counael - arth?] J E Hapler was completed; and also recommended that an estimate of forty dollars be allowed on the Burbank [couciaor?] and 75% of said amount paid, which recommendation was accepted and approved and warrants ordered drawn on current [expenses?] Fund, one for J E Hapler for 19.00 and one for D B Burbank for 30.00

The matter of repairing the town hall was referred to the building committee.

The town attorney made a verbal report and was instructed to file a written report with the clerk.

Report of Marshal read, accepted and filed an ordinance [filing?] the tax levy for year 1899 was passed and [awes?] posted.

By resolution the town attorney was [instructed?] to prepare an ordinance providing for [requiring?] [abuiting?] property owners to repair sidewalks

Mayor Reeves presented his resignation to take effect December 1- 1899. On motion said resignation was accepted and a vote of thanks toward the mayor for the manner in which he has attended to the duties of his office and the [welfare?] of the town

By regular motion an election was ordered for the first Tuesday after the first Monday in December 1899 to [art?] December 5th for the election of a mayor to fill the unexpired term of [Chas?] F Reeves, and [three?] councilmen for a term of two years each to take the places of C R Hepler, Joseph Campbell and H Marshall; also a town treasurer for the term of one year, [affipleis?] term expired.

It was regularly moved and carried that the street committee put in a public hydrant in some conveinent place, and [peacetheral?] [canvauen?] as for drinking by pedestrians

Moved and carried that the Ladies aid Society be allowed free use of the town hall for their annual fair to take place November [15th?]

Town treasurer was directed to apply the amount received from the King County treasurer for back road taxes on to the general fund for [expenditures?] for sidewalks [erassings ile?]

The following warrants were drawn on the current Expense Fund - No 108 In favor of D B Burbank for $30. No 109 '' '' '' J E Hepler '' $19. No 110 '' '' '' Carl Reeves for marshal's salary for month of October 6.50

Minutes of Council Meeting - December 4 1899 -

The town Council of the town of Columbia met in regular session this day. present - councilmen Hepler, Hellenthal and Campbell In the absence of a mayor Mr C R Hepler was elected mayor protem

Minutes of the previous meeting read and approved

The water committee reported [of?] Burbank [contracted?] completed and recommended that the balance due on said contract, of $58.50 be paid by warrant.

The report of the deputy marshall for November was read and accepted and a warrant ordered drawn for $6.50 in favor of Carl H Reeves for his services as such deputy marshal during the month of November -

The resignation of Carl Reeves as deputy marshal was tendred by him and accepted.

On motion [Jo?] Hellenthal was appointed deputy marshal for the month of December.

The water committee was authorized to repair the water reservoir by filling the dam

The following were appointed officers of Election [?] to be held on Dec. 5 - 99: Mr. C [J?] Comer Inspector; Mr Thad. Osgood and Mr D B Burbank, judges.
