Street between Preston Avenue and Carlton Street making a mud hole from 100 to 150
feet long, and whereas there is no pipe or side drains to carry off this water. We
the Tax Payers and Property Owners of Rose Hill Street do petition and Beg the City
Authorities to do something to remedy this trouble.

We also pledge ourselves to give the following amounts on condition
that out Street is Macadamised by Feb. 1, 1924.

Street 10 other families must use this as the only out let or go back to 10th Street.

WHERAS, the Council of the City of Charlottesville Virginia has
learned with profound regret of the death of their faithful and trusted City Official.
Charles D. Carter and desires to put on record their testimonial of his ability,
integrity and worth as a man as an official.

THEREFORE, BE IT RESOLVED, by the Council of the City of Charlottesville
Virginia, that in the death of Charles D. Carter the City of Charlottesville, Virginia
has suffered a serious loss of one of its most capable and efficient officers.

As superintendent of the City of Charlottesville Water Works, for
a period of Twenty - Five years, as Councilman and as acting Mayor, Charles D. Carter
has served the City with unusual efficiency and faithfulness and has won for himself the
highest esteem of the citizens of this community as well as of the members of the City
Government. In his death the City has lost a true, loyal, and unfailing friend.

AND BE IT FUTHER RESOLVED, that a copy of these resolutions be
communicated to the family of Charles D. Carter; that a copy be published in the
Charlottesville Daily Progress, and that a copy hereof, be spread upon the minutes of
the Council of the City of Charlottesville.
