Willie Blount Governor in and over the State of Tennessee
To Either of the Treasurers of the State
Pay Reece Porter and Company, one hundred Dollars for the apprehension and deliverence of William Phillips, charged with the Murder of William Quarles, who had escaped from the custody of the Sheriff of White County, and for whose apprehension, the Governor by proclamation, offered a reward of one Hundred Dollars, and this shall be your warrant.
Given under my Hand and the Great Seal of the State at Nashville this 17th day of August 1814

State of Tennessee Hickman County
Pursuand to writs of Election to me directed from the Brigadier General Commanding the 6th Brigade of the Militia of Said State to hold an Election in the county aforesaid for to Elect one Second Major for the 36th Regiment of this State now I William Phillips Sheriff of the county of aforesaid do certify that said Election was held at the diferent [sic] places appointed out by law for holding Elections in Hickman County on the twenty first and twenty second days of January 1819 and that Josiah Hanna was duly Elected to fill that office in witness whereof I have here unto Set my hand and Seal this 25th of January 1819 Wm Phillips sff seal

Your petitioners represent that James H Russell the Entry taker of Stuart County [sic] hath lately departed this life and that the Citizens of said County sustain some inconvenience fom the want of some person to perform the duties of that office - they therefore petition for the appointment of some suitable person - and recommend to your Excellency Joseph Smith of said County as suitably qualified for discharging the duties of that office -
