Seattle, September, 1889

To the Honorable The Mayor and Common Council of the City of Seattle:

It is with pleasure that your petitioners observe a disposition on the part of the Council to place some restrictions upon the liquor traffic, by forming a district, outside of which no saloons shall be allowed.

The district as outlined by the committee on License and Revenue, in their recent report, included within its limits a part of Third street.

Your petitioners respectfully represent that Third street between James and Stewart streets is yet largely a residence street, and situated upon it are several churches, and two or more are soon to be built thereon; that the University grounds are but one-half block from it, and in the opinion of your petitioners the extension of the saloon district to include this part of Third street is entirely uncalled for and unnecessary:

THEREFORE, we the undersigned property owners, residents and business firms on Third street between James and Stewart streets, do most earnestly request your Honorable Body to exclude that part of Third street lying between James and Stewart streets, from the district in which saloon licenses are to be granted; and your petitioners will forever pray etc.

Petition Dated Jan 28th 1884

To the honorable Mayor and City Council of the city of Seattle W T We the undersigned citizens and freeholders of the City of Seattle hereby respectfully request and pray your honorable body to cause to be opened for the travel of teams the following parts of streets Viz: that part of Eleventh Street running from Stewart Street to Howell Street Also Howell Street from Eleventh Street to Tenth Street Said Streets being Situated in that part of Seattle known as the second Addition of the heirs of Sarah A Bell.

70 JOURNAL OF THE PROCEEDINGS OF THE purpose for the next fiscal year, the several funds, and that said committee submit an ordinance providing for the requisite tax levy. Said committee is also instructed to report on the matter of the extension of the Gas Limits. to be ready friday. Ordered that the Council now stand adjournded until May 17th, 1882. Attest E S Osborne, Clerk Approved Mayor Be it remembered that on this the 16th day of May 1882, The Common Council of the City of Seattle meets in it's Council Chamber as a Board of Equalization pursuant to adjournment of May 15th, 1882. Present, His Honor, the Mayor, L. P. Smith and Councilmen Thos Clancy, John Colllins, Wm. A. Jennings, John Keenan, and Chas McDonald. Thereupon the Board proceeds with the equalization of the assessment roll pending which an adjournment is ordered until May 17th, 1882 at 7:00 o'clock p.m. Attest: E S Osborne, Clerk Approved L. P. Smith, Mayor Be it remembered that on this the 17th day of May, 1882, the Common Council of the City of Seattle meets in it's Council Chamber pusuant to adjournment of May 16th, 1882. Present His Honor, the Mayor, L. P. Smith and Councilmen Thomas Clancy, John Collins, Wm. A. Jennings, John Keenan and Charles McDonald. Thereupon the following proceedings are had. The Street committee report favorably on the petition of J. A. Wirth and others praying for the construction of a sidewalk from the corner of Eighth and Pine Streets, thence along the north side of Pine Street to Ninth Street, thence along the west side of Ninth Street to Stewart Street, thence along the north side of Stewart Street to Tenth Street, thence along the west side of Tenth Street to Virginia Street, thence along the North side of Virginia Street to Eleventh Street, said

77 COMMON COUNCIL OF THE CITY OF SEATTLE And now the Council proceeds to fill the vacancy caused by the resignation of Moses Keezer,member for the 3rd ward and G L Manning is elected to fill said vacancy; and is also placed on the Street Committee Fire Committee and Cemetary Committee to fill the vacancies in said Committees caused by the resignation of said Moses Keezer. And now the Ordinance Committee submit Ordinance No 280, the same being entitiled as follows, to wit: "A Special Ordinance to provide for the construction of a sidewalk as follows, to wit: Commencing on Stewart Street at the Alley which runs through Block thirty five (35) thence along the north side of said Stewart Street to the West Side of Tenth Street, thence along the West side of siad Tenth Street to the North side Virginia Street to Eleventh Street in the City of Seattle, County of King and Territory of Washington" After due consideration said ordinance is adopted by the following vote viz: In favor of adoption, Thos Clancy, John Collins, M Densmore, W A Jennings, John Keenan and Chas McDonald. Against adoption none. And now the Ordinance Committee submits ORdinance No 281, the same being entitled as follows, to wit: " A special ordinance to provide for the construction of a sidewalk as follows, to wit: Commencing at the Center line of Eighth Street, thence along the north side of Pine Street to the west side of said of Ninth Street, thence along the west side of said Ninthe Street to the center line of Stewart Street in the City of Seattle, County of King, and territory of Washington" After due consideration said ordinance is adopted by the following vote to wit: In favor of adoption Thos Clancy, John Collins, M Densmore, Wm A Jennings John Keenan and Chas McDonald. Against adoption None.

Blanchard Co Wholesale Liquor 1 year June 12 - 1882 do Retail do 1 " June 12 - 1882 Trainey & Ackery do do 3 mos June 3 1882 The following claims having been duly audited by the council are ordered paid by warrants drawn on the funds and in the amount as follows, towit: City Fund Seattle Chronicle Printing No 82 $80.10 Cemetery Fund Narcisse Lebrachs Slashing No 1 $100.00 And now the Ordinance Committee submit Ordinance No 283, the same being entitled, "An Ordinance to provide for the levying and collecting of a special tax for the purpose of raising funds to pay for the construction of a sidewalk along the north side of Jackson Street from the west side of Eighth Street to the west side 9th Street, those crossing said Jackson Street to the south side thereof, and from there along the said south side of said Jackson Street to the west side of 12th Street, together with all necessary and lawful charges incident thereto" After due consideration said ordinance is adopted by the following vote, towit, In favor of adoption John Collins, M. Densmore, Wm. A. Jennings, Chas McDonald and G.L. Manning. Against adoption, none. And now the Ordinance Committee submit Ordinance No 284, the same being entitled, "An special ordinance to provide for the construction of a sidewalk as follows, towit: Commencing on Stewart Street at the alley which runs through block thirty-five(35), there along the north side of saod Stewart Street to the west side of Tenth Street, there along the west side of said Tenth Street to the north side of Virginia Street, there along the north side of said Virginia Street to the the north boundary line of the City of Seattle, in the County of King and Territory of Washington." After due consideration said ordinance is adopted by the following vote, towit: In favor of adoption John
