245 COMMON COUNCIL OF THE CITY OF SEATTLE Apr 23/83 Petitions Received From James Alexander, et al for the opening of 10th Street Referred to the Committee on Streets and Street Improvements. From H Jones for the right to lay water pipes. Referred to Judicary & Legislative Committee From Edwin Eells for lowering 3rd Street. Referred to the Committee on Streets and Street Improvements. Committees Reports Received From Streets and Street Improvements recommending the grading of and the construction of sidewalks on both sides of Pike Street from the alley between 3rd & 4th Streets to the west side of 8th Street. Adopted. From Streets and Street Improvements approving Street Commissioners Report Adopted From Streets and Street Improvements recommending the opening of 7th Street from Pike Street to the city limits. Adopted and Street Commissioner is hereby instructed to open the same. From Streets and Street Improvements recommending the construction of sidewalks onboth sides of James Street from Second St to 3rd Street. Referred to Committee on Fire and Water Petition of Sarah J Plummer et al for planking Second St from Main St South to the C & P S R R has depot and Jackson Street from Commercial St East to or near Third Street. Referred to Committee on Streets Petition on Western Mill Co et al for the apointment of an appraisor on the part of the City ot appraise damages to property condemned by Ordinance No 660 along the line of Rollin Street etension. Read and motion laid on the table. Plat of Fairview Homestead Association presented for approval by F E Sander Referred to City Surveyor. Reports Received From Judiciary Committee recommending the adoption of the Ordinance heretofore submitted entitled "An Ordinance granting the right to erect poles and stretch wires thereon for Electric purposes" provided that the parties presenting the same pay for publication of Ordinance. Adopted From same Committee approving reports of City Justice Hill Justice of the Peace Geo G Lyon and the City Jailor for month of October. Adopted and said reports ordered rec'd and filed. From the Finance Committee recommending that the sum of $13.50 be referred to P Fitzgerald on account ot erroneus valuation and taxation of Block 3 in Mercers Addition for the year 1884. Report adopted and the Clerk authorized to draw a warrant on the City fund in favor of said P Fitzgerald for said sum of $13.50 From Street committee recommending that the petition of Melody Choir et al for opening Will & Filbert Streets be granted. adopted

716 JOURNAL OF THE PROCEEDINGS OF THE mitteeof the whole, whereupon the City Attorney is requested to draw up and submit to the Council Certain amendments to the City Charter. From the Street Committee recommending that Mill Street be planked form the East side of Front Streetto the East side of South Second Street twenty four (24) feet in width, and from the East side of South Second Street to the East side of North Second Street sixteen (16) feet in width. And that South Second Street be planked from Mill Street to the planking on said Street north of the Depot, the same to be planked on the west side of said street sixteen (16) feet in width; that the South side of Main Street be planked from the East side of Commercial Street to the west side of Second St sixteen (16) feet in width. That Jackson Street be planked sixteen (16) feet in width from the east side of Commercial Street to the west end of Jackson Street Bridge; that as soon as the proper connection with the sewer are made which have been ordered by the council on Washington Street; that Washington Street be planked from the East Side of Commercial Street to theWest side of Second Street sixteen (16) feet in width. Report adopted. From Same Committee recommending that a sidewalk be ocnstructed on the West Side of Front Street from from the Northwest Cracker Co's building north to the south side of Seneca Street adopted and said side walk ordered built and the Street Commissioner directed to notify the owners of property adjacent to said improvement that said sidewalk has been ordered built. From Same Committee recommending that the petition for an elevated sidewalk be not granted for the reason

782 JOURNAL OF THE PROCEEDINGS OF THE Apr 16 1886 W B Jackling, he had suspended said Jackling from the police force by that the charges had not been sustained and recommending that he be reinstated On motion W B Jackling is reinstated as Captain of Police From City Clerk of Jackson St Extension fund ord #396 referred to Finance Committee From Committee on Health and Police on petition of E J Ross for abatement of nuisance on Block 12 Denny's Addition, that they found no nuisance and recommending that the petition not be granted on motion the reported is adopted from Sewer Committee on report of Health officer in matter of Drainage of Mercer St, recommending that a drain be put in on motion the report is adopted From Sewer Committee in petition of H G Struve et al recommending that a woodern sewer be put in Second St from the north side of Stewart Street to connect with sewer in Pike Street, on motion the report is adopted From City Attorney in matter of drainage of pond at Corner of Main & S 4th Sts recommending that council consider the question of lowering the culvert across Main St at S 4th St On motion the Street Commissioner is directed to lower said culvert so as to drain the pond. [?] From Finance Committe on petitionof Schwabacher Bros & Co recommending that warrantes onJackson St sidewalk fund Ord #335 be called in and warrants
