Acting under the written opinion of the City Attorney I have this day issued a permit to Mr. J. Voss Pres & C. to open Pennsylvania Ave for the purpose of constructing Street Ry track- as per ordinance #729.
I hav also this day give said Voss approximate centres on Penn a Ave.
Their gist of the City Attorneys opunion is that should I refuse to act as above - the courts would certainly "mandamus" me so to act.
