Fort Worth, Texas July 5 th. 1898.

Hon. Mayor and City Council.

Gentlemen;-

I beg leave to call your attention to the fact that there are a great many water closets connected to the city sewers who do not take water from the city water mains for the proper flushing of the same, using as they claim a buckey of water for for said flushing, which of course is very imperfectly done, leaving an accumulation of filth.

Some of said closets are in a horrible condition jeopardizing the health of the neighborhood. As a sanitary measure there ought to be some action taken to remedy the evil, therefore I submit for your consideration Sec. 24 of the Water Works Rules and Regulations which our Hon. City Attorney says is defective.

I respectfully ask that you request the city attoney to draw an ordinance that will stick obliging parties having water closets connected to 6he city sewers to use water from city water mains for the proper flushing of said closets, except where they have an Artesian well with elevated tank giving ample pressure for said flushing, parties having wells to pay one half water rates for water closets, for proper care and maintenance of city sewers.

Also obliging parties where the city sewera run through the block on which their property is located to connect to same, and make it finable for using open privies where sewer lines are located.

Hon the Mayor and City Council Ft Worth Texas.

Gentlemen.

In the matter of grading & graveling Rosedale st from College Ave to Hemphill St- the party to whom I awarded contract - (under instructions from interested adjacent property owners) Namely W.R. Petty- is now in jail charged with train robbery, and seems to have take no steps toward executing contract or beginning the work

The city is interested to the extent only of furnishing the gravel for this workand seeing good work done.

However- with the consent of property owners and the City Council- I shall readvertise for bids.

Awaiting yoru instructions- I am very respectfully
