The Honorable, the Mayor and the City Council, Forth Worth, Texas.

Gentlemen:-

I return herewith the report of John B. Hawley, City Engineer, respecting the notice given to M.C.Hurley for the repair of the east wall of the Grant Building on Front Street, in this city.

The charter authorizes the City Council to pass an ordinance providing for punishing by fine any neglect, failure or refusal to comply with the order of the City Engineer or City Council for the support, repair or removal of any building or other structure which has become unsafe and liable to endanger persons or property. The Council may also provide by ordinance for giving notice to the owner or his agent, and for bracing, supporting or removing any unsafe structure, and assessing the cost to the owner.

I do not know of any ordinance adopted under this section, and submit to the Council whether ir desires to exercise its charter powers in this respect. If so, I recommend that the City Engineer and the City Attorney be instructed, after conference, to draw and ordinance regulating this subject and that the ordinance be then submitted to the Judiciary Committee and by it reported to the Council with its recommendation as to what disposition it thinks should be made of the same.
