We your finance committee recommend that the attached proposition of H.N.Noel to refund one lot of $29,000 bonds and one lot of $69,000 at par with interest July 1st 1902 be accepted and that we retrie with a portion of the sinking fund on hand 4000.00 city 6'3 due Jan'y 1-1922 and that a warrant for $20.00 be issued to H.N. Noel to cover necessary expense
