37 COMMON COUNCIL OF THE CITY OF SEATTLE Ordered that the Ordinance granting to Geo Kinnear & Wm R Brawley the right to lay a street rail way be & the same is re-referred to the Ordinance Committee with instructions for said Committee to confer with the city Attorney & said Kinnear & Brawley & to submit such ordinance as may be agreed upon Ordered that all matters of complaints against members of the Police force be & are hereby referred to a Committee on Police matters; to wit: Clancy, Jennings & Keezer Ordered that the chief of Police be & he is hereby instructed to assign the members of the Police force to such stations as he may deem best And Now the Council proceeds to fill the vacancy existing in the Office of Harbor Master by an election; whereupon James H Wooley receiving a majority of all the votes of said Council, he is duly declared elected to fill such vacancy for the term provided by law And now the Special Committee to whom was referred certain matters pertaining to the City Cemetarys make their report; thereupon said report is received & it is ordered that all the funds now in the Treasury to the Credit of the Cemetary Fund be expended in Cleaning & Fencing the new City Cemetary or so much thereof as can be Ordered that the Council stand now adjourned Attest E S Osborne Clerk Approved L P Smith Mayor Be it remembered that on this the 3rd day of March 1883 the Common Council of the City of Seattle meets in its Council chamber pursuant to law The following officers are present to wit: His Honor the Mayor L P Smith, the Councilmen Thomas Clancy, John Collins, M Densmore, Wm A Jennings, John Keenan, Moses Keezer & Charles McDonald

38 JOURNAL OF THE PROCEEDINGS OF THE Thereupon the following proceedings are had: A communication is received from John Baker asking the appointment as a Special Police Officer ordered filed The regular monthly reports of the following City Offices are received & ordered filed to wit: Health Officer, Harbor Masters Street Commissioner, City Attorney and City Treasurer. The report of the City Justice is referred to the Finance Committee A report is received from the Fire Committee recommending the removal of all China Wash Houses from the Fire Limits thereupon the report is adopted A report is received from the Street Committee upon the petition of E A Turner & others for the opening of Weller Street; Thereupon the report is adopted & the prayer of the petition granted A report is received from the Street Committee upon the petition of James Gleeson & others for the construction of a sidewalk on Jackson Street; thereupon the report is adopted & the prayer of the petition is granted A report is received from the Street Committee upon the petition of J A Stewart & others for the opening of Pine Street thereupon the report is adopted and the prayer of the petition granted And now, this being the time specified in the Notice to Contractors given in pursuance of Ordinance No 257 the Council proceeds to open & consider all bids that have been received for the Construction of the side walk under said Ordinance; thereupon the bid of T P Roberts is opened & read which bid is in consideration of the sum of $745.00 It appearing to the Council that this is the only bid receivedd the consideration thereof is laid over until next meeting Orderd that the new City Cemetary be surveyed and platted under the direction of the Cemetary Committee And now the finance Committee makes their report upon the taxation matter of Melody Choir; thereupon it is ordered that a Warrant be drawn on the City Fund in the sum of $1.81 in full for such wrongful taxation And now the Ordinance Committee returns the petition

39 COMMON COUNCIL OF THE CITY OF SEATTLE of H G Strure & others for the grading of 2d Street from Mill Street to Lake Avenue Street with their report that the petition is not signed by 1/2 of the owners of the property fronting on such improvement, thereupon the report is accepted and the petition is referred to the petitioners And now the Ordinance Committee submit Ordinance No 258 the same being entitled "A Special Ordinance for the grading and improvement of Front Street from the South side of Pike Street to the North side of Lake Avenue Street in the City of Seattle in King County Washington Territory" After due consideration said Ordinance is adopted upon the following vote to wit: In favor of adoption Clancy, Collins Densmore, Jennings, Keenan, Keezer & McDonald. Against adoption none Any now Samuel Pettingill makes application & files his bond for a retail liquor license. Whereupon the Council finding he has complied with the requirements of the Ordinance relative thereto it is ordered that a License be issued him for 3 months from March 3, 1882 The following claims having been duly audited by the Council are ordered paid by Warrants drawn on the funds and in the amounts following to wit: City Fund E S Osborne Clerk $41.64 J M Hall Atty 41.67 J H McGraw Chief of Police 50.00 Jas H Worley do 50.00 Jas H Worley Police 40.00 D L McCowan do 80.00 W B Jacklin do 80.00 James Welch do 80.00 S F Coombs J P's fees 11.65 E L Smith Health Officer$75. 41 COMMON COUNCIL OF THE CITY OF SEATTLE the assessment required by said Ordinance No 257 & filed with the City Clerk on the 20th day of February 1882, and the Council have heard all complaints touching said assessment and haveing made corrections therein & the Council finding such roll as corrected in accordance with law. It is ordered that such roll be & the same is approved & is hereby declared to be the assessment roll for such special districts under said ordinance And now the Oregon & Trans Continental Railroad Company & the Columbia & Puget Sound Railroad Company submit an ordinance for adoption granting said Companies certain rights along the waterfront: Thereupon said Ordinance is referred to the Ordinance Committee with instructions to report thereon at next meeting The matter of certain complaints in reference to lighting the street lamps is hereby referred to the Gas Committee Orderedthat the matter of landing brick upon the City landing places be referred to the Fire Committee Ordered that a Warrant be drawn in favor of Chas McDonald in the sum of $10.00 on the Fire Fund with which to purchase coal.
