Dear Sir
I wrote you ^in^ reference to the Course per=sued by officers belonging to Col Blythe's Command during the progress of organ-ization. Not withstanding all men between the ages of 17 & 50 years had thirty days to enroll or volunteer in They went about arresting all such and then swear them into their Companies Thus forcing them to volunteer—They also have a number of men who belong to Confederate Service and under orders & surely are deserters in their Commands They have some who are Conscripts and are liable to Confederate

service They have taken many Horses & Mules alledging that they belong to the Confederacy. Some that have no brand upon them ^so I am informed^ It seemed to me that they have no right to take Horses belon-ging to Soldiers on the Con-federate service or because they found them left to be recruited. The course pursued by them in arr=esting men and forceing them into service and taking Horses & mules from planters where they ac-tually needed them to Cultivate their crops is having a very demorali-zing effect. As there is some difficulty between Col Peyton & Capt Deason I would state that all who joined leaft Deason for Confederate Service within the State done so freely and volunteerly Some of my police force have been ordered to Camp of Instruction by Capt Wren. If they are to be then arrested and sent off under guard I shall very much right it Though I [?] from the best of motives and have reason to believe that it has had a ^good^ effect so far. Capt Little is or was a Lieut in the 36th Miss Regt so is Lieut Pearce (Capt Pearce Company) a member of the Confederate Army You will please advise me what course to pursue in regard to my [?] [?]
