To the Honorable, The Mayor, and Board of Police Commissioners, of the City of Seattle
Gentlemen:
I desire to recommend for your consideration the following changes in this Department: First: That the office of the First, Second and Third Lieutenant be declared vacant, and that the said offices of Lieutenants be abolished and in their stead there be created Three Sargents [sic] of Police: that the Rules and Regulations of this Department, and the City Ordinances pertaining there to, be amended so that whereever the words "Lieutenant of Police" appear they shall read "Sargent[sic] of Police". Second: That Geo. A. Templeton. D. F. Willard. & John Sullivan be promoted from the rank of Patrolmen to the rank of Sargent[sic] and that John Houff. Nicolas Hanna and John Breunnau be assigned to duty as Patrol-men. Third: That the office of Patrol-man held by John Sanstrom T.R. Carpenter, W.H. Moore be declared vacant. Fourth: That J L. Wells, Frank Kennedy, C.H. Phillips. Irving Ward, William Duncan be appointed

subject to Rule 57 of the Rules and Regulations of this Department.

Seattle Washington December 10th 1984 To the Honorable, the Mayor and City Council, of the City of Seattle Gentlemen:Complaint is hereby made of and against Frank Lindquist and Herman Lindset, licensees under and by virtue of License #610 for the sale of liquors in what is known as the Mint Saloon, situated at number 215 Washington Street. Said license was issued July 4 1894. Said Frank Lindquist and Herman Lindset are continuously violating Section 15 of ordinance #910, in allowing lewd men and women to loiter in and about their saloon and are allowing lewd women, who are known as common prostitutes, to loiter and hang about their saloon, dancing with men and drinking and carousing at all hours both day and night. I have been subpoenaed tonight to be in Port Townsend tomorrow morning and I have to leave here at 3 am I will return by first boat. I would like you to show the enclosed complaint to the corporation counsel and if in your judgement it is good have it filed.

Referred to Street Com Communication from the First National Bank presenting claim for certain Seneca Street improvement warrants read & referred to Finance Committee A communication is read by the Mayor to the Council removing Police Officers Wm Murphy, W H Pinckney, James Burke, and James Welch and asking the advice and consent of the Council thereto. Councilman Furth moves to dismiss WM Murphy from the police force, motion lost by the following vote ayes Calligan, Furth, Harrington and Post. nos Hall, Keenen, Lake, McDonald, and Young
