Your Committee on Police, Licenses and Revenue to whom was referred the Petition of the Liquor Dealers Association for a reduction of the present Liquor License and two Ordinances submitted in accordance with said Petition beg to report as follows:

Your Committee believes that one of said proposed Ordinances to wit: House of Delegates Bill #146 - An Ordinance fixing the license fee for the sale by wholesale and retail of intoxicating liquor for one year from the date of publication thereof, has been clearly interpreted by the Corporation Counsel as being a bad piece of legislation and as likely to lead to litigation which would be injurious to the rights of the City in collecting the revenue from such sources and on that account we cannot recommend its adoption. This Committee believes that the other of said proposed ordinances, to wit House of Delegates Bill

No. 148 An Ordinance amending Ordinance No. 910 as amended by Ordinance No. 1003 and by Ordinance No. 2650, which has received the most careful consideration, would be in effect, if it were passed and became operative by the approval of the various departments that are to consider it, to establish the license at $500.00 per year for selling liquor until such time as it might be changed by future legislation. Your committee believes it would be unwise to pass this Ordinance.

As to the lowering of the present license this Committee believes that to lower the fee to the sum proposed would be to deprive the City of a large part of the revenue it now receives from this source and which it can not afford to lose at this time. We do not believe that the reduction of the license would result in the issuance of any new licenses taken out by reason

of such reduction. The Library fund now is exhausted and help has been solicited by personal subscription. The Library can now be maintained only by the most careful economy from its present resources; to reduce those would result probably in the losing of the institution. The Library fund is dependent upon the proceeds of sale of liquor businesses nearby.

The burden would fall upon the City entirely if the license were reduced, whereas now the burden, if such it be, of the differences betweeen the license as it is and as the peitioners wish it to be , would fall and does fall but lightly on each individual license.

As stated before, your Committee do not believe that any more licenses would be issued at the rate petitioned for ahn at the present rate and therefore believe that the interests of the City at large as well as
