10 by virtue of "an act providing for the organization". Classification incorporation and government of municipal corporation and declaim and emergency which said act was duly passed by legislature of the State of Washington, and was approved by the Governor. If said State on the 27 day of March A D 1890 and also by virtue of order of the Board of Commissioners of said county passed Dec 10, 1892 directing said election to be held on said day, and it further appearing to the Board from the returns of said election duly filed with said Board that said election was duly and regularly held on said day and that all proceedings have been regular and in conformity with said statutes And thet being no owner of over 20 acres of unplatted land with in said boundaries and the board having canvas it said election returns do find said election to be as follows. Viz: For Incorporation- 47 Against Incorporation- 12 For Mayor C P Hutchinson- 51 For Mayor E L Hepler- 1 For Treasurer E L Hepler- 49 For Treasurer V R Pierson- 3 For Councilman J Sullivan- 50 For Councilman Wm Willacy- 42 For Councilman E Voland- 48 For Councilman J Hellenthal- 36 For Councilman Fred Bond- 37 For Councilman V R Pierson- 19 For Councilman O A Schade- 15 For Councilman C N Groat- 10 For Councilman W D McKnight- 1 Whereby it appears to the said Board that said returns show the vote to be in favor of Incorporation, wherefore it is ordered that said returns to be placed on file and the said "Town of Columbia" be declared duly and regularly incorporated as a municipal Incorporation of the fourth class, under the name of "The Town of Columbia" and that the following officers are declared elected to hold their respective offices until the next regular election held in said town.

29 Columbia May 1st, 1893 The Town Council met pursuant to adjournment Mayor C P Hutchinson presiding. The following Councilmen present: Sullivan, Willacy & Hellenthal. The minutes of the last meeting read and on motion approved. The copy of the petition to vacate the Park read and on motion laid on thetable until the County Commissioners read the work done to improve the Park. Ordinance #27 enumerating and providing porviding for the punishment and abatement of nuisances read and on motion passed by the Council and approved by the mayor. The Water Committee report that it needs 2000 ft on 3 in pipe to put the system in proper shape and that the same can be bought of 20 cents per ft On motion the water committee be empowered to advertise for bids for 2000 ft of 3 in pipe and the attorney instructed to drawn an ordinance to that effect. The following Bills read and on motion warrants issued to pay the same. Bill from J L Beatly for $42.00 work establishing street grades. Bill from A H Hepler for $42.00 work establishing street grades. Bill from J L Beatly for work establishing street grades $3.25 Bill from C N Groat for work establishing street grade $6.25. Bill from C R Hepler for work establishing street grades $4.50. Bill from Joe Hellenthal for $42.00 work establishing street grade $3.25. Bill from Harry Hellenthal for work establishing street grade $70.00.

68 The Councilmen to fill the unexpired term of Joseph Hellenthal that resigned ending on the second Tuesday of January 1895. C N Groat 40 For the office of councilmen to fill the unexpired term of Fred Bond [?] ending on the second Tuesday of January 1895 Thomas McKay 59 For Treasurer D A Schade 44 Special Propositions - For bonding the Town for $6000. 46 Against bonding the town 4 For ratifying the purchase of the Water Works and bonding the same 39 Against ratifying the purchase of the water works and bonding the smae. 5 Whereby it appears to the council that the following were received the majority of the votes and they are thereofre declared duly and legaly elected . viz: Councilmen William Willacy William Calder J D Chase C N Groat Thomas McKay For Treasurer O A Schade and where by the return appear to the council that the vote for bonds in the Special proposition show more than 3/5 majority in favor of bonds therefor the propositions are declared carried and the Election return ordered placed on file. On motion the Clerk instructed to advertise for bids for $3000. General Fund bonds and $3000 of Water Works bonds the same to be advertised for three weeks on each week in the daily Post Intelligencer and daily Seattle Telegraph the bids to be opened on the evening of January 8th 1894 at the Town Hall.

70 Columbia Jan 14th 1894 The Town Council at the Town Hall Mayor Hutchinson presiding the following councilmen present:- Sullivan, Willacy, Schade The minutes of the last meeting read and motion approved. The oath of office of councilmen elect Thomas McKay & C N Groat read and placed on file. Ordinance #41 Regulating the operations of street cars read and on motion laid on the table until Tuesday Jan 9th Motion made and carried that a committee of two be appointed to see Mr Camp in regard to the replacing of plank on Rainier Avenue and the Mayor appointed councilmen Willacy & Groat. Motion made and carried to adjourn to meet Monday Jan 8th at 8 o'clock PM Approved Jan 8th 1893 B R Shaw town clerk C P Hutchinson mayor

90 Communication read from C N Groat with instruction from William Willacy to tender his resignation as councilman and on motion the same was accepted and the office declared vacant. Motion made and carried to postpone the appointing of a councilman until the mnext regular meeting.
