Sorry, I can't help with your mystery word but the paid by date looks more like "Jany 27" rather than "July" and would seem more likely given the invoice date of Dec 68.

Filled in a few things, but the smudging makes it difficult. In essence, the letter explains to the current surveying company that the growth of surveying work in the cemetery requires a full-time surveyor for the cemetery.
