Referencing [?] [?] [?] [?] of collecting ova, I have to request a remittance of money as early as possible in order to facilitate the [?] [?] commercial [?] [?] of preparing the [?] appearances for operations [?] the [?] [?] [?] waters, and will in all probability start off this week to begin the [?]. He is also making his preparations for the usual collection of a quota of the sal-trout ova supply from [?] [?]. You will therefore please forward [?] cheques to the order of Mr. Charles [?] for say $250.00 to apply on this seasons operations.

Sir

Regarding Mr Jennings[?] letter, (a copy of which has been sent me from your Dept) touching upon the protection of Salmon in the Tobique [river?] ; and being requested to report thereon. I now beg to state as follows.

In the letter " Mr Jenning[?] begs to be informed if the antiquated, and most destructive way of getting ova, for the Napiel-des-Faume House, by sweeping the parent salmon from their spawning beds, after they have run the gauntlet of drift nets, off [?]; the weirs in the Harbour of St Johns; the nets along the whole course of the St Johns River, from the Harbour to the Grand Falls, and the [?] of White, and Red [?], from the mouth of Tobique to the spawning grounds on the Serpentine." x x x

These sweeping remarks about the destruction of Salmon, with the jurisdiction and oversight of the New Brunswick Inspector; leads me to conclude [?] little in [?] efforts whatever

made by that officer "to prevent the wholesale poaching on the Tobique River" --

This unfruitful and destructive course has been reported to me by Mr McClusky, who is a duly appointed fishing [?] [?] Mr Faining; and being also the officer in charge of the Hatchery, he has in the performance of his work in the latter capacity, had frequent opportunities of learning from [?] sources, of the continued practice of poaching and destroying salmon at the spawning season, in the St John, and Tobique rivers. These statements have also been embodied in the annual reports made to your Department by Mr McClusky and myself.

Regarding the "antiquated and most destructive way of netting referred to in Mr Faining's letter; that officer is principally to thank for its continuance, in belittling, and decrying the method I have [?] [?] to carry out for many years past; by obtaining the requisite supplies of parent Salmon from the nets of the Harbour fishermen of St John, in like manner as those fish are obtained in Tadoussac

Gaspe and Restigouche;

Mr [Faining?] having now admitted the [fallacy?] of the "antiquated and destructive way of getting ova" which he has hitherto so strenuously upheld, [?] hopes that the [?], reliable, and [?] method of procuring Parent salmon at the other Hatcheries, may also be adopted in the St John River in the future. Regarding the [?] proposition to employ Mr McClusky's men as special [favor?] until May have completed their work of the taking parent salmon, will hardly provide the [?] effort of preventing the [whole sale ?] poaching on the Tobique River For it must be understood that the men employed to catch salmon, [?] the eggs and [?] at [them?] for carriages will be the performance of this work, be so thoroughly employed as to prevent the possibility of their devoting the necessary time to [?] other parts of the river from the invading poachers. It is not generally found that [however?] are in the habit of killing these fish in the act of [securing?] their eggs on the spawning beds. as it is held, even by the poachers that salmon at this period [?] not fit for food, being in the most [gravid?]
