1891 Jany 5 Be it remembered that on this day 5th of January, AD 1891. The Board of Police Commissioner of the City of Seattle met pursuant to adjournment in their Rooms in the new City shall ; at call all the following members were present [ line break in red pen] His Honor the mayor Harry White Chn Com's W.E. Ludgerwood. A.H. Manning and Geo Grey Chief Geo C Munroe [line break in red pen] Whereafter the following proceedings are had: Minutes of the last meeting read and appeased - [line break in red pen] The Chief submitted the following list of names to be waited on: [line break in red pen] [underline start] Jnauk Freming [underline end] [underline start] J. L. Millgrew [underline end] [underline start] Olaf Rod [underline end] [underline start] J. N. Longfellow [underline end] [underline start] S. S. Crawford [underline end] [underline start] Andrew Hansen [underline end] [underline start] E. J. Crandall [underline end] [underline start] Timothy O'Halanan [underline end] [underline start] J. E. Sims [underline end] [underline start] H. D. Purdy [underline end] [underline start] Conway Thompson [underline end] [underline start] D. M. Ramage [underline end] [underline start] J. B. On motion of Guy the following names were dropped from the list; J. L. Millgrew (Short) Olaf Rod (Light) and J. N. Longfellow (Light) S. S. Crawford (Short) and the names of E. H. Harding - HErman Hart - Thos. D. Ellis and J. E. Bryant substituted; On making he list as revised were declared elected regular policemen. With the exception of J.E. Bryant who was

1891 Jany 5 Elected to special duty at Mounted Police - Mon. [line break in red ink] The Chief stated that patrolman Jnauk Longfellow had failed to report and make Statement as to the length of time he had been a resident of Seattle : On motion of [unknown] it was ordered that he be discharged from the force. [line break in red ink] The communication from the House of Delegates endorsing A. Spriggs for the position of [unknown] Master was taken from the table and on motion of Ledgerwood the pursuant incumbent A. E. Boyd was elected to the position. [line break in red ink] A communication from Officer H Cock tendering his resignation as a policeman was read and accepted. [line break in red ink] The petition of J. D. Care to be reinstated on the Police force was read and on motion placed on file - [line break in red ink] The petition of Roal Johnson to be reinstated on the force was read and on motion placed on file for future reference. [line break in red ink] The report of the Chf of Police for the month of Dec AD 1890 - Showing no of arrests was read and accepted and ordered filed

1891 Jany 5 On motion of manning it was agreed to [unknown] at the Qualifications of the four men dropped from the force namelyl Carwford, Rod, Millgrew and Longfellow at some future time. [line break in red ink] The Chf stated that a receiving Hospital would be a great saving to the City and on motion the clerk was instructed to ask the Board of Public Works to fit up the building owned by the City next to the Jail and turn it over to the Chief of Police to be used as a Rcv'g Hospital. [line break in red ink] The Chief asked that a Desk be furnished him stating that the one he had was borrowed the Clerk was instructed to ask the Board of Public Works to furnish the Chief a desk. [line break in red ink] On motion the Board adjourned to meet at this next regular meeting January 15th AD 1891 [line break in red ink] [signed] Deputy [signed] Mayor

Jany 15 1891

Be it remembered that on this the 15th day of January AD 1891. The Board of Police Commissioner of the City of Seattle met pursuant to adjournment at their regular monthly meeting: At Roll Call the following members are present His Honor the mayor Harry White Jr[?] and Com's[?] D. E. Ledgerwood Saul L. Crawford Gogny[?] and A. H. Manning : H Geo Munroe Wm. D. Droan Dept Clerk [line break in red ink] Whereupon the following proceedings are had: [line break in red ink] Minutes of the last meeting read. and appd. [line break in red ink] Communications from Chirf Munroe saying he had inspected Officer Isaac Tellen Jany 9th 91 for conduct unbecoming an officer and requested Mr. Tellen Detective Breton Rodgers and Reporter for and of the Telepgraph to appear as witnesses before the Board of Police Coms for investigation of the charges; the action of Chief Munroe in inspecting Mr Tellen was appeased by the Board. [line break in red ink] The Chief was asked to make a statement of the case: He said that he was not an eye witness to the affair but it had been represented to him that Officer Tellen had used undue cruelty in making an arrest and on the strength of the statements her had suspended the officer - awaiting the action of the Coms

39 Police Commissioners of the City of Seattle.

Jany 15 1891

Detective Rodgers Called to testify : said that the prisoner struck Tellen in the face 3 times with his fist that while he (Rodgers) was [?] the prisoner on the sidewalk Tellen had tried to Kick the prisoner but that he had caught the blow on his arm and told Tellen to stop. [line break in red ink] Reporter Todd: Called to testify: Said that Mr. Rodgers had told the story just about the way it happened with the exception that instead of kicking at the prisoner Tellen had tried to stomp him in the face with the heel of his boot but was stopped by Rodger's arm [line break in red ink] Officer Tellen testified that he had held the man by the arm all the time and that when he raised his foot to kick the man he had restrained himself before doing any bodily harm [line break in red ink] Todd denied having any grudge against officer Tellen. [line break in red ink] Officer Tellen thought Todd did have a grudge against him on account of some words between them in Dr Hiltons office some time before [line break in red ink] Motion to proceed with the regular Cusmins before the Board and take the Tellen matter up later was carried.
