------. Cape Foulweather, sea-coast of Oregon.--- Work has been seriously hindered by the difficulties connected with the transportation of materials. Since the commencement of work in the autumn of 1871 the lighters have been destroyed twice, and the schooner engaged in bringing materials from San Francisco has been obliged to discharge most of her freight at Newport, to be reshipped in milder weather, besides twice getting on the bar at the mouth of Yaquina Bay, and being once partially wrecked. Part of the materials have been hauled from Newport, six miles over an almost impassable road to the light-house site. The metal-work was completed at Portland, Oregon, June 1 1872. After the failure of persistent efforts to charter a vessel for carrying iron and brick from Portland to the cape, the metal-work was shipped via San Francisco. About one-half the time since the work began has been lost on account of the difficulties of transportation. The foundation of the tower has been laid, and work commenced on the keeper's dwelling, a double frame house. Both will probably be completed this season.

Sir: Referring to your letter of the 17th November, 1894, the Board has to say that your recommendations are approved and that you are authorized to pay Mr. J. McCullum of Newport, Oregon, $100.00 for the recovery and delivery on the Government wharf at Newport, Oregon, of the Yaquina Bay whistling buoy which went adrift and lodged among the rocks north of the Cape Foulweather Light Station, and which can not be recovered by the tender. The authority to pay the above amount for the recovery of the buoy is conditional upon its delivery at Newport, Oregon, in fair condition. The bids forwarded with your letter are returned herewith. Sir:
Referring to the joint report of the Inspector an Engineer of the Thirteenth Light-House District, dated 13 Dec. '94, the Board informs you that, as its session of 7 Jan'y '95, it was ordered that beacon lights be established in Yaquina Bay, Oregon, as follows:
Two white range beacon lights as guides to cross in over the bar: the front light to be placed on a two pile beacon on the sand flats opposite the town of Newport, and the rear light to be erected at McLean's Point.
A white beacon light to be placed on the Government wharf at Newport.
The Engineer of the district has been requested to take the proper measures to carry the order of the Board into effect, paying for the establishment of the lights from the appropriation

Enclosed is transmitted Senate Bill No. 706.ist introduced 13 Dec. '8th providing for the purchase of a site and the construction of a first order coast lighthouse on the headlands near Newport, at Yaquina Bay, Oregon.
The Board requests that you will report, with recommendation, your views as to the necessity for, and advisability of establishing a first order light on the headlands in question, as proposed by this bill.

Sir:
Referring to your letter of 3 Jan'y, '88, relating to the establishment of a 1st order coast light-house on the headlands near Newport, at Yaquina Bay, Oreg., I have to inform you that the Board at its session held on 4 June, '88, considered the subject and came to the conclusion that there is at present no necessity for the establishment of a 1st order coast light-house at Yaquina Bay, Oreg., in view of the fact that the 1st order coast light on Yaquina Head, known as Cape Foulweather light is less than four miles north of the entrance to Yaquina Bay; that the channel is very narrow and that no vessels are ever known to attempt the bar at night; and that there is a whistling buoy off the entrance to Yaquina Bay.
