149 Columbia Wash Feb 1st 1/97 Regular meeting of the Town Council of the Town of Columbia Wash. Mayor C F Reeves presiding: Roll called and the following Councilmen answered present A A Hepler, Thad Osgood and C Cameron. Absent D C Brown and F J Browne Minutes of the last meeting read and approved: The resignation of F J Browne as councilman was read and on motion was accepted. On motion C S Chase was elected to fill the vacancy: who being duly sworn took his seat as one of the council: On motion the council proceeded to elect Officers for the ensuing year: W S McCurley was nominated for City Attorney and on motion & 2 was elected by acclamation: J A Kelso was nominated for Town Clerk and on motion & 2 was elected by acclamation: C N Groat was nominated for Town Marshal and on motion was elected by acclamation: moved & 2d that council proceed to elect a health board: carried: T J Womack, E Valand, A A Hepler, C S Chase and C Cameron werenominated as members of the Health Board for the ensuing year. An on motion were elected by acclamation: The Mayor announced his appointment of the following members to the several Committees:

150 Committee on Water Thad Osgood, and A A Hepler: Committee onFinance: Thad Osgood, C S Chase and C Cameron Committee on Streets and Alleys, C Cameron and A A Hepler: Committee on Lights, Thad Osgood and D C Brown: Committee on Buildings and Wharves, C Cameron and D C Brown: W S McCurley, C N Groat, and J A Kelso filed their oath of Office: On motion & 2d the Attorney was instructed to prepare an Ordinance creating a Salary fund, and report the same at our next meeting: On motion Marshal was instructed to look up the leakage of water and have owners to repair the same. On motion the Attorney was instructed to prepare an Amendment to the Ordinance No 51 So that the Bond of the Treasurer shall read Fifteen Hundred Dollars instead of Twenty Five Hundred Dollars. Bill of O P Askarn in the sum of $5.00 for medical services on Scarlet Fever cases read and on motion &2d was ordered paid out of General Fund and a Warrant ordered for the same. On motion Street Committe was instructed ascertain cost of layina a walk on Winston Street between Ferdinand and Angeline and report at Saturday evening meeting; Also examine Rainier Ave and report needs of same:

161 On motioneleven dollars ($11.00) were transferred for the General to Emergency Fund. Emergency fund warrant ordered to J A Kelso for $.85 - for cash paid out. Resignationfo C S Chase was tendered, and on motion the same was accepted. On motion E Voland was nominated to fill vacancy and elected. Resignation of J A Kelso, as clerk was tendered and on motion same was accepted. On motion C S Chase was nominated and elected to fill vacancy of office of Clerk and the oath of office was properly filed. The matter of E A Ziebarth - road petition - was referred to Committee of Streets and Alleys. On motion warrant was ordered for Clerk's salary for the month of April. On motion, meeting adjourned. 162 Columbia City Wash May 31st 1897 The Town Councilof the Town of Columbia met in extra session at 8 o'clock PM Mayor Reeves presiding Brown, Cameron and Voland answered to roll - call; Osgood and Hepler absent. Voland occupied a seat in the council having filed his oath of office. Call for the extra session filed. Matter regulating use of water for irrigation purposes was brought up, and after an informal discussion council reported certain plans agreed upon motion was then made to instruct the City Attorney to draw up an ordinance conforming therewith, with proper penalties attached for violation. Carried. Communication from Mr V R Pierson relative to certain nuisances in his neighborhood was read and referred to the Board of Health withinstruction to report at next regular meeting. The Mayor asked for a leave of absence for six weeks from June 7th. granted. On motion meeting adjourned Approved C F Reeves mayor C S Chase Clerk

163 Columbia City Wash June 7th 1897 The Town Council of the Town of Columbia met in regular session, Mayor Reeves in the chair. Roll Call answered to by Cameron and Voland. Brown, Hepler and Osgood absent. On motion an intermission was declared, until 10:30 in as much as no quorum was present. Convened again at 10:30, and roll call answered to be Brown, Cameron and Voland Minutes of last regular meeting read and approved. Committee on Streets and Allys reported the Ziebarth road petition as not warrantable for any present action. Report of exposed water-pipe considered and laid over until next meeting Ordinance regulating irrigation read and after being considered by sections, was passed as a whole. Resolution offered and carried that the office of A A Hepler, councilman be declared vacant, he having been absent for more than three successive meetings without permission. On motion Mr A H Hepler and Mr McGarvin were nominated to fill vacancy. McGarvin elected. Motion was made to to elect a mayor to fill C F Reeves absence, pro tem and Mr D C Brown was chosen for that office Motion was made to purchase lumber for repairing sidewalks, same to be paid for out of Emergency fund. Carried. Matter of disinfecting closets, brought up and referrd to the Board of Health with instructions to form certain rules for same. On motion meeting adjourned.
