152 Columbia Wash Feb 6th 1/97 Adjourned meeting of the Town council of the Town of Columbia: Mayor C F Reeves presiding; meeting called to order Roll Called and following answered to their names. Osgood, Cameron & Chase councilmen and J A Kelso Clerk. reading of minutes postponed: Street Committee report cost of walk on Winston Street to be about $20.00 and can find no one to take General Fund Warrants for lumber. Council instruct Committee to proceed to lay walk providing private citizens will donate 1/2 of the amt. Ordinance No 68 An Ordinance to amend section No 10 entitled "An ordinance providing for the contesting of elections inthe Town of Columbia and the proceedings therein": was read, duly considered and on motion was passed by unanimous vote. Ordinance No 69 An Ordinance to amend sec 1 of Ordinance No 51 entitled An Ordinance fixing the Bonds and compensation of Officers of said Town of Coulmbia making Bond of Treasurer $1500 was read, duly considered and on motion was passed by a unanimous vote. Bond of C N Groat Marshal was read and on motion & 2d was accepted and ordered filed. On motion Clerk, Treasurer and Attorney were givin until Feb 11th 1/97 to file their several bonds. On motion meeting adjourned to Feb 11th 1/97 approved Mch 1st C F Reeves mayor J A Kelso clerk

153 Columbia Wash Feb 11th 1/97 Adjourned meeting of the Town Council ofthe Town of Columbia: Mayor C F Reeves presiding meeting called to order. Roll Called and the following answered to their names. Thad Osgood, Chase, Brown and Cameron Reading of minutes postponed. Street Com. report progress on walk and ask further time which was granted: Alos report on Rainier Ave a being in bad condition: Attorney reports pregress in Grade assessments: and promised full report at next meeting: On motion The marshal was ordered to furnish 1 cord of wood at Town Hall. And Same be paid out of the Emergency fund: On motion & 2d the Council proceeded to the election of Police Judge. L A Osgood was nominated for police Judge and on motion & 2d was elected by acclamation: On motion and 2d The Attorney was instructed to draft and Ordinance regulating the running at large of kinds of stock: and present the same at next meeting. Bond of W S McCurley was read and a motion to approve the same was lost. On motion attorney was granted further time to file and amended Bond and on motion D C Brown and O S Chase were appointed a committee to examine and report on same at our next meeting.

160 Columbia City Wash May 3d 1897 the Town Council of the town of Columbia met in regular session and called to order by Mayor Reeves Cameron, Osgood and Chase responded to roll-call; Brown and Hepler absent. Minutes of last meeting read and approved. Attorneyreported progress in matter of Street Grade Assessments. Finance Commitee not ready to report. Bills filed and referred to Finance Committee. The same were approved by Finance Committee and ordered paid out of Emergency Fund - excepting bill of C R Hepler, he to have receipt for six months water rent in payment for his labor. The matter of A H Hepler proposition to put in water pipe and take water rent in payment for cost of samewas referred to Water Committee with power to act. On motion resolution was passed, to wit: Whereas the Ordinance raising the Marshal's salary from six to ten dollars per month not having gone into effect until the month of April 1897 and it having been understood and intended that he should be given the sum of ten dollars per month as salary from the first day of February 1897 and was so agreed before said Marshal was appointed to said office, therefore be it. Resolved; that the Clerk be and is hereby instructed to draw warrants payable to said marshal C N Groat in the sum of twenty dollars for the months of February and March instead of Twelve dollars.

162 Columbia City Wash May 31st 1897 The Town Councilof the Town of Columbia met in extra session at 8 o'clock PM Mayor Reeves presiding Brown, Cameron and Voland answered to roll - call; Osgood and Hepler absent. Voland occupied a seat in the council having filed his oath of office. Call for the extra session filed. Matter regulating use of water for irrigation purposes was brought up, and after an informal discussion council reported certain plans agreed upon motion was then made to instruct the City Attorney to draw up an ordinance conforming therewith, with proper penalties attached for violation. Carried. Communication from Mr V R Pierson relative to certain nuisances in his neighborhood was read and referred to the Board of Health withinstruction to report at next regular meeting. The Mayor asked for a leave of absence for six weeks from June 7th. granted. On motion meeting adjourned Approved C F Reeves mayor C S Chase Clerk

163 Columbia City Wash June 7th 1897 The Town Council of the Town of Columbia met in regular session, Mayor Reeves in the chair. Roll Call answered to by Cameron and Voland. Brown, Hepler and Osgood absent. On motion an intermission was declared, until 10:30 in as much as no quorum was present. Convened again at 10:30, and roll call answered to be Brown, Cameron and Voland Minutes of last regular meeting read and approved. Committee on Streets and Allys reported the Ziebarth road petition as not warrantable for any present action. Report of exposed water-pipe considered and laid over until next meeting Ordinance regulating irrigation read and after being considered by sections, was passed as a whole. Resolution offered and carried that the office of A A Hepler, councilman be declared vacant, he having been absent for more than three successive meetings without permission. On motion Mr A H Hepler and Mr McGarvin were nominated to fill vacancy. McGarvin elected. Motion was made to to elect a mayor to fill C F Reeves absence, pro tem and Mr D C Brown was chosen for that office Motion was made to purchase lumber for repairing sidewalks, same to be paid for out of Emergency fund. Carried. Matter of disinfecting closets, brought up and referrd to the Board of Health with instructions to form certain rules for same. On motion meeting adjourned.
