Cape Foulweather Lt Station, Ogn. Put 2 coats of paint on Watch-room, & lantern deck. Completed brickwork. Removed all scaffolding & e So Store-House. Cape Hancock Lt Station, W. L. Commenced Painting.

Probable Work for March. Finish painting. Strengthen Chimney leaks. Put eave troughs & pipes on Oil-House.

Inspected work at Cape Foulweather , Ediz hook, New Dungeness, & Admiralty-Head. Attended meeting of Board of Examiners for Light Keepers at Astoria.

Sent Lampist & Machinist to Cape Flattery Lt Station to put fog Signal into repair.

An arrangement was made for rating the radiobeacons on a percentage basis for efficiency of operation. For each various type of failure, an established number of points were deducted from a perfect score. These scores were then arranged in chronological order and published each month. However, a discrepancy was evident in that one station operating on the wrong minute for 35 minutes received the same percentage rating as a station being off sequence for only 10 minutes. A new plan for such rating was established and put into operation in the early part of 1945. This new system was so arranged that an offending radiobeacon station was marked down for not only the type of failure, but for the number of minutes of faulty operation. This accounted for the low percentage rating for 1945 of 94% as compared with the percentage rating of 96% for 1943 and 98% for 1944. Actually, the number of failures occurring after the February survey (see survey below) in 1945 became less than those in the months prior to that date.

The Radiobeacon Station guilty of the most failures was on the Columbia River Station. The high percentage of failures in this case was due to a combination of old equipment, fluctuating voltage, disinterested personnel, too small a complement and the motion of the ship, which tended to dislodge the sensitive parts, especially during heavy seas. Little or no interference was found in any of the radiobeacons. One instance of expeditious conduct occurred at Yaquina Head Radiobeacon Station when lightning struck the building in which the beacon was housed and destroyed the equipment and severely injured the operator on watch. Only twelve (12) minutes elapsed between the time the radiobeacon was struck and put out of commission before the standby unit was operating normally.

Peace time operation of the radiobeacon consisted of the distance finding dash being sounded when fog was actually in the area of the radiobeacon and the fog signal was in operation. During the war, the distance finding dash was used continuously as for fog for the purpose of not allowing the enemy to know whether it was foggy or clear weather. Two days after the declaration of war, on 9 December, 1941, the radiobeacon stations were instructed that no radiobeacon signals and no test transmissions in the radiobeacon band were to be permitted during the emergency without specific authorization from the District Coast Guard Officer. This order permitted no variation and forbade all radio frequencies radiation within the band from 285 to 315 kcs. from any radiobeacon stations. Radiobeacon transmitters on any frequency

Smith. Mr. Smith returned to the station at 5 P.M. His cold is much better and it is better that he should not go on watch for a few days yet. The barometer is going down a little.

Willamette Valley arrived off the bar at 10 A.M. yesterday to rought to enter and ??? out. Keeper Frank M. Plummer arrived at the station at 1:30 P.M. today.

19: Light variable winds with thick fog showers during first part of 24 hours. Last part of 24 hours Light N.W. wind fair weather sea very rough. General duties for the day. Keeper Sweepting out the shop. Two rough for the Willamette to enter Yaquina Bay.

20: Light variable winds & calm fair and clear fair & warm weather during the 24 hours - Sea quite rough - Steamer Willamett Valley crossed the bar this morning - Keeper cleaning illumunating apparatus.

21: Fresh breeze to moderate and lgiht East wind these 24 hours with clear fine and warm weather - Sea moderately smooth - General duties for the day - Keeper makeing a chimney box for tower - 1st asst went to Newport.

22: Light S. East to East wind these 24 hours dry and clear sea smooth - General duties doe the day - Steamer Willamett Valley sailed today - Keeper working in shop today.

23: Light South wind & calm these 24 hours damp during 24 hours - Sea very rough - General duties for day - Keeper went to Newport for recreation - Left the station at 1. P. M.

West of this light at 9 A.M. about 12 miles off flying signal of distress looks like the steamer Bandorville under sail - At 2 P.M. she is about 3 miles West of the Whistling buoy off the entrance of Yaquina bar. Steamer Volanta of Yaquina went out over the bar to assist the steamer Bandorville over the bar to Newport - crossed the bar 4:30 P.M.

Keeper repairing lock on watch-room door. Mr. James B. Hermann 2nd asst. went to Newport after mail and get supplies. Left the station at 10 A.M.

10: Fresh breeze South with frequent rain showers during 24 hours - Sea moderately smooth - General duties for the day - The barometer down to 29.76 today - Mr. Hermann 2nd asst. returned to the station at 2:45 P.M. The steamer that went in over the Yaquina bar the 7th at 4:30 P.M. flying signal of distress was the Bandorvill, Capt. Wenant. She left the Coquille the 1st of January for San Francisco - The 2nd lost a part of her rudder in a gale and had to make a false rudder out of the boom. She drifted north until off of Yaquina and entered safely the 7th.

22: Light South to S. East wind first part of 24 hours. Last part of 24 hours fresh breeze East to S. East with frequent rain showers during 24 hours - Sea smooth - General duties for the day - 1st asst went fishing - 2nd asst cleaning and fixing up his Quarters.

23: Light variable winds with frequent rain showers first part of 24 hours - Last part of 24 hours moderate to fresh breeze S. to S. West with frequent light rain showers - Sea rough - General duties for the day - 2nd asst went to Newport to meet his Wife and family this evening. Left the station at 9:30 A.M.

24: Light variable winds these 24 hours - First part of 24 hours little damp - Last part of 24 hours fair weather - Sea moderately smooth - General duties for the day - Received the following order from Commander O.W. Farenholt Inspector 13th Light House District - With the exception of Light-House Keepers no person will be permitted inside the Light House or Watchroom between the hours of sunset and sunrise - The Keeper on watch will give his undivided attention to his duties - Night reliefs of Watches will be made in the watchroom and not outside the tower or at the dwellings of the Keepers - At stations where there are other government or outside employees Keepers while on duty are forbidden to stand watches, reliefs or do any work for remuneration or otherwise for the aforementioned persons - This does not apply to Light House employees sent to the station to effect repairs or alterations. In such cases every Keeper will assist to the best of his ability - During the salmon-fishing season, Light-House Keepers outside their own wants are forbidden to employ themselves in seine trap or net fishing either for favor, gain or traffic??? These orders are signed by all the Keepers, posted in the Watch room and the Keeper has informed the Inspector that they are thoroughly understood and will be obeyed. 2nd asst returned to the station at 4 P.M. with his Wife and Family.

2: Light wind to moderate and fresh breeze East these 24 hours with clear fine and cool weather. Sea quite rough. General duties for the day. Barometer 30.20 to 30.04. 2nd Asst went to Newport after supplies & mail.

3: Fresh breeze to light East wind these 24 hours with clear fine & cool weather. Sea moderately smooth. General duties for the day. Barometer 29.88.

4: Light wind to moderate and fresh breeze E. to S.E. first part of 24 hours with rain. Last part of 24 hours. Fresh to moderate breeze S. to light West wind rain & clearing weather. SEa quite smooth. General duties for day. 1st Asst went to newport to post mail. Barometer 29.68 to 29.75.

5: Light W.N.W. wind with light rain showers first part of 24 hours. Last part of 24 hours light wind to moderate & fresh breeze S. West fair weather. SEa rough. keeper & 1st Asst putting 20o gallons of oil in oil-butts in office. 1st Asst went to Newport after mail. Barometer 30.15. Mr. Bretherton 2nd Asst is sick with a bad cold and is not able to go on watch today.

6: Light wind to moderate breeze East these 24 hours with fair and cool weather. Sea quite rough. General duties for the day. Barometer 29.98 to 29.84 today. 1st Asst clearing the slide away from the steps that were carried??? away by the slide. Mr. Bernard J. Bretherton 2nd Asst not able to go on watch tonight but his cold is some better.

7: Heavy gale S.E. to South first part of 24 hours. Last part of 24 hours fresh breeze W. to S.West with frequent rain showers during 24 hours. Sea quite rough. Keeper picking over potatoes. Barometer 29.25 to 29.56 today. 1st Asst Edward Rice nailing saddle boards on barn & wagon house that blew off during gale today. 2nd Asst went on watch feeling better.

Barometer 29.80 to 29.65 today. Mr. Bretherton is still sick with some sort of throat trouble. The Keeper thinks it best for him and has been ordered to not go on watch for a week.
