His thought that a Monthly Magazin of 40 or 50 pages would be Large anough for the perusal of a Farmer or Labourer the Cost of which would be trifling to the Cost of Newspapers

It would be useless to attempt a perticuler Description of the Dutyes of all these officers & Meetings it being their Main to Invent the the Cheepest & Most Expeditious Method of Convet to the Classes all the knoledg Described in the {second} page & all other [?] knoledge nesecary for them to have (Espatially in Elections) by [furn?] a Monthly Magazen & a Small weekly newspaper hand Bills & other Corraspondances & Metings when nesecary, & it will undoubtedly be the Duty of the Town Secrataryes allway to be able to Give a true List of the number & names of all that have Signed as Members of the Society in their pespetive [?] it will also be the Duty of the Town treasurer to Colect or Receive all the pay for Magazens & newspaper in their towns from the Classes & Convey the Money Safe to the treasurer of the State Meeting or County treasurers as Shall be agreed upon by by the Bord of Directors, & the {first} Board of Directors are to Superinting the printing or filling of both the Magazen & weekly newspaper & if any Mistakes or Misrepresentations Should happen to Git intothem to Se that they are Corrected as Soone as possable, in Short to See that they Contain the truth the hole truth & nothing but the truth as near as possable Respecting the Interests the true Republican prinsaples & Interests of the Farmer & Labourer Colicting the hole Cast from the Clases untill funds Can be Established the Interest of of wich May be applied to of the price Reducation of the price of them

As to a Small weekly newspaper although it was not Contem -plated In the forepart of this adress yet Considering the nesesaty of the Town presidents bing furnished with weekly Information & that Many would Choose to take Such apaper Rather [than Sheen?] Magazen & that such a paper Might be printed in the Same ofice with out Interfearing with the Magazen & under the Inspection of the Samboard of Directors it would give more thorough Information to the Labourers that onlly to have the Magazen & once according as the Calumbian Corrector is Lately advertised the Cost would be about the Same as the Magazin

As to Establishina fund for for the Reduceing the Cost of the Magazen & newspaper it Must be acknoledged by all the true frinds to a free Elective Government that the Rich or forehand -ed are a Much Interested in the poorer ordins of Men that have a Right to Vote, Being well Informed as they are themselves it is Ment that when Ever is Established it Should be a patrio -tick fund obtained by [Subsinbtions?] & Donations the Interest of wich anuatty Should be apptyed to the Reducation of the price of the Magazen & newspaper to those that join the Society

If forehanded Individuals Should advance but a [trisel apers?} it woold Soone amount to a Considerate fund & to what better purpose Could Rich Individuals Make Donations than to such a fund

Both the State & Continental Lejeslaton are at Grate Expence anually to publish their Law & proseeding but they are published in Such Costly papers that not one fifth part of thi [peopel?] know are the More for them & if they Should grant onlly parshal funds So as to Reduce the price of the Labourer Magazen & newspaper one third or one halfe they would Soone be all Induced to Read them and See for [themselves?]

A proposed plan for Carrying the key of Libberty into Circulation any person of Larning that Reads the key of Libberty will Redily purceive that the Author was not Master of the Arts of Spelling Grammer nor Composition, but it is presumed that it is writen So that a Man of Good Larning & Abilityes Could Correct it for the press So that it would be Intelligable to any person - and if the Republicans in the Lejeslature of Masachusets In their present Seshons Should appoint or Choose a board of Direc -tors - as proposed to begin & manage the bisness untill the Society is formed Sefitiant to Do it by Elections - & Let sd Board of Directors Immediately agree with a good printer to print the key in an Eligant Manner - also an advertisement of the Magazen & newspaper proposed on the Lowest termes possable, & Let 5 or 6 of Each be sent into Every town in the State it would not oldly soone obtain Many Signers - But would [grately?] Assist the Republican Cause In the Spring Elections -

Another thing Submited for Consideration their has bin grate Imp -ositions on the publick by secureing Coppa Rights to the autors of new Inventions Such as Hambetons against Addams & Selveges tryal &c &c - But the Law was Made for a good purpose, & If a Coppa Right of the Key of Libberty was secured to the Board of Directors for the use of the Society In this State, it would prevent it being garbled altered by the feds which no Dout will Do all they can to hinder its Circulation

Another thing is submitted for Consideration, the Law for Securing a Coppa Right to authors of new Inventions was Ment for a a good End although it may be abused, But in this Case if a Coppa Right of the key was secured to the Board of Directors for the benifit of the Society In this State, it would Innable the Board to Circulati them all over the Continant & prevent their being garbled & altered by the feds & provably they might be Sold for Dubble the prime Cost of printing

which if the sale should be general & poppulor might neet some thousands of Dollers, which if it should be thought proper the auth[?] is willing to sign a Coppa Right without a Cent Reward provid -ed the neet proseeds thereof shall be applyed toards the proposed fund for the benifit of the Soxciety in this State
