To provide a Reamidy for these Dificultyes it is nesecary that we Should forme oure Selves into Sociatyes & be Organised as all other ordirs of Men have Done, for that purpose I have Drafted a Constitution & Coppayed as nearly after the Constitution of Cincinaty as the numbers & Circumstances of the Society will admit of & played it at the Close of this adress Ready for Signing, to which the Reader will turne & Give ir atho -roug perusal, & then Consider the following Remarkes In Vindication of the hole plan

as all new things make a Grat Stin at first So it May be Expec ted this will & Many objecttions Raised afainst it, but as all other ordins of Men that Live without Labour have formed themselves into Societyes in the Same Manner it would be with an Ill Grace if they Should atten git to Denounce this, it is true that Much has bin Said against the organisation Sundry ordin of Men Espetially the Lawyors. Cincinaty & the free Masons, & purhaps Both Government & Society have Received Grrat Injuryes by them, But it was all for the wante of Such a Societt as this, & a grate parte of the usefull Studdeys & in -unitions of Larnte Men & Societyes formed for that purpose have bn Lost for the want of Such Meens of Convey are as this Society is formed to promote & why one part of [?] Society has by the Constitution we Sartainly have as Good a Right to asotiate as any other, for Such purposes, But the gratest objections purhaps will be to trouble & Expence proposed for obtaining Secureing [?] this knoledge to which I Req uest your to the following Statements & Calculations as to Such a Magazn it not Larger not Somuch Cost to print it as to print the farmers almonack which we buy at retale for 8 Cents which is not 1 Dollar a year

{Number} aught to Contain Both the State & Federal Constitution, with all their amendments Compleet with Some of the Most Important transactions, Dureeng the Revolution, also a Congrtion Reqester from the first Congress to this time, Containing the names of the Me -mbers & the {Number} of Votes Each Member was Chosen by & the year & nay on Some of the Most Important Questions they have Decided upon Such as the funding, Sistim, the Indian war, the British treaty, & the Sadition Law, & cc also the Substance of Some of the Moste Important Speaches Made for & against {said} Measures also a Register of Some of the Most Important Doings of the State Governments, if many of the first {number} ware filled with past transactions it would be Laying a good foundation for obtai -ning {said} knoledge, & the begining of this Centry is the best time to Start from. The Cost of Such a Magazen would be trifling to the Cost of newspapers provided the printer Could have prompt pay, for it is not So Large as an Almonack nor Somuch Labour to print one the price of which is 8 Cents which would not be a Dollar a year, But there are Some Dificultyes which Must be provided for or the people will not generally take them Viz{first} it Costs a poor Man More to Colect a trifel once a Quorter to pay for a Magazen than to Earn the Money by a Grate Deal, {secondly} if the printer has to Colect his pay from Individuals he Cant Do it near So Cheep, {third} it will Cost those that Live at a Distance from post [Rlads?] More to Git them than to pay for them, & {fourthly} the Gratest Discoragement to taking Ether Newspapers or Magazens is our not being abte to Read them with Confidence as to the truth of what they Contain

Proposals for taking a Monthly Magazen to be Stited the Farmers or Labourers Magazen. & to forme a Society In ordir to obtain all the Knoledg nesecary for a freeMan to have in the Most Sure & Cheep Manner Possable adresed to all the Republicans Farmers & Labourers In the United States of Amarica by a Labourer

Although Some May Deny the following Doctrin yet it is presumed that their are not Many now on the Stage that are acquainted with the historyes of the Rise & fall of antiant Republicks, & have paid attention to Men & Measur for twenty years Back. But what will alow that in all free Governments their Doth Exist Either a Real or Conceived Differenc of Interests betwen those that Labour for aliving & those that Live with out Labour. & that although one {third} part of those that Live without Labour are true Republicans. & the Gratest Seporters of Liberty & the Rights of Man yet from the Combinations & arts of the other two {thirds} & from the Inatention & want of Knoledge amoungue the Labouring part of the Community they have always Sooner or Later bin over throne & Destroyed to prove this Doctrin Volomes have bin Wrote & Much More Might be Writen. But taking it for Granted In this Inlightned age I will Say nothing More uponit. But proseed to De Scribe the knoledge nesecary for Every free Man to have In ordir to Supporte a free Government & then point out the Meens of obtaining it.

The Knoledge nesecary for a free Man to is Chiefly Comprehended in the folloing Viz. {first} A knoledg of Man kind & how Much the Best of Men are Liable to be Governed by Little Selfish Eydeays of Riches & honours, {secondly} A knoledg of the Constitution & prinsaples of the Government he Lives under - {thirdly} A knoledge of all the Laws that Immedia -tely Consarne his Conduct & Interest - {fourthly} A knoledge that when Laws are once Constitutionaly Made they Must be obayed. Let them be never Sorong in his opinnion & that their is no Remiddy for Grevences but by petitioning the othority that Made them, & useing his Rights & Influence in Elections - {fifthly} A knoledge of the true Carrivtor prinsaples & abilityes of all those he Votes for into any kind of office - {sixthly} a knoledge of the Existing Sentiments & wishes & circumstances of all those that are in his own Circumstances In the town, County, State & nation to which he Belongs. So that he may unite with them in the Choice of of the ablee & [best?] Men to take care & Defend his their Interests, also unite in petitioning Government for the Redress of Grevences - {seventhly} also a knoledge of ofthe Debates In State & national Lejislatures & the Side his own Representative takes in the Decitions they make - he aught to have all this knoledge Independant of any ordirs of Men or Individuals who May be [Interestd?] to Deceive or Mislead him, The onlly means of obtaining this knoledg is by the Libberty of the press, & Newspapers have bin a grate Means

of Conveying the above knoledg to those who have bin at the Expence & troble of perusing them, But the Rancor of partyes & the arts & Combinations of the few have Got them to be So numerous Costly & Controdictory to Each other, that not onle Eighth parte of those that Labour for a Living Receiv ny advantage from them for they Cannot be at the Expence of the time & Mony they Cost, nor Can they Beleive any thing they here from them Exepting that they believ they both Lye, & if they heare two a Disputing Neaver So wisely, they Donot know they are Interested in the Matter So Blieve them both as they Do the newspapers & as to the Constitution that Every free man aught to be well acquainted they Scarsely know it from a horse Cart, Consequently ehrn Elections Comon they Either Refrain from Voting atall, or become tools to the partyes & Very often Vote Directly Contrary to their own Interests, also for the want of Information they are often Iritated into passions Insurrections or opposition to Government - all this is for the want of the a bove Dscribed Knoledge

The proposed Magazen is Ment to Convey the above Described Knoted & all others Knoted asential and [?] usefull to a Labourer. But one Containing 40 or 50 pages of alm -mon pamphlet Size would be Large anough for the perusal of a Labourer, & it is Ment to have them So filled as to Induse all those that take them to wrap them to gether in yearly Volomes & preserve them Safe to the Latest generations So that our Children's Children May be as well acquainted with the prinsaples of the Revolution as those that are now on the Stage, for that purpose

A proposed plan for Carrying the fore Going into Execution

{first} Let the Key of Libbrty be printed in a Pamphlet in Such a Manner as to Leave aplace Blanet for signing after the Covernant So that a Sefitiancey of paper May be fastned therein to Contain Signers to form the Town or Clase Meetings {secondly] Let a Coppa of them be Sent to a Sefitient number of the best Republican printers of Newspapers that will under take to furnish Said Magazen & news paper on the Best tarmes Impression & hinder undue Influence against it in ordir to gain the first {thirdly} Let a Day be Set when they will all be Ready with a Sefitiant Number of Republican assistants, & pamphlets Ready for Sale with their adver tisements asined to them Containing the Lowest tarmes on which they will furnish {said} Magazen, & then In Blazen it [?] in their Newspapers with the best Incomiums possable So that it May Come out all iver the States Continant nearly at once. {fourthly} Inordir to Incorage proper printers & Republicans to Ingage in the Bisness & to [hnder?] two many from it, Let [a?] Coppa Rights of the key of Libberty be Secured to them, this the author would have no objecti -ond too provided he Might have a proper Sheir of the profets, for although the key is Small it is novel & Interesting, & if 40-or-50 thousand Coppeys Could be Sold for 8-or-10 Cents apeace it would amount to a handson Sum for the prime Cost of paper & printing would not be Much in proportion

If it Could have Such a fair tryas as it this is presumed that the Society would Soone Become Large & Respectable
