Hon. The Mayor And City Council, City. Gentlemen: In the matter of new sewers for the Seventh and Eighth Wards, on which your Committee and Engineer have been at work for many months, I beg leave to suggest: That the finances of the proposed improvement be handled as follows:
Property owners to deposit with the Water Department or City's Financial Agents in this matter $15.00 for each 50 ft. lot, and receive credit on the books of said department for the amount thus deposited, to be used up in water rents.
The plan laid out by the Sewer Committee and Engineer, giving only half of the amount back in water rents hardly meets the approval of the citizens of the wards in question, and the improvement is being held back, due to that dissatisfaction.
