July 10 1891

Section 30 The Board may elect a Superintendent of Parks a Board Attorney a chief of Park Police a City Forester and such other officers and employees as it may deem proper.

Section 31 The Superintendent of Parks shall have general charge thereof and shall except as otherwise expressly directed act under the direct supervision of the Board. In addition to his other duties he shall cause to be made out a monthly pay roll of Park employees, certify to is correctness and deliver the same to the Board at as early a date as practically. He shall make a yearly inventory appropriately coming into his hands and account for all he may have received and perform such other duties as the Board may require.

Section 32 Written orders on Blanks prepared for the purpose shall be given for all supplies ordered for the Board the same to be signed by the party ordering the same. Said order shall accompany the claims for payment when presented to the Board.

Section 33 No trees, shrubs &c shall be sold to private parties nor shall the same be planted by Board employees unless payment therefore be made in advance in such manner as the Board may from time to time direct.

Section 34 No Commissioner on Committee shall in any way bind the Board to do or not to do any certain thing unless expressly authorized so to do and no such action shall in any way be recognized by the Board unless expressly ratified or approved.

Section 35 No contract shall be rewarded to any person for any construciton or other work to be done in any park or parkway where the contract price exceeds $100.00 dollars and in which the materials and labor are in whole or in part of the furnished by others unless a bond conditioned among other things for the payment for such material and labor shall be executed and approved undersuch Bond is expressly waived by the Board. Said bond shall be in a sum double the amount to be paid on said contact and shall be approved by the Board attorney to form and by the President and Chairman of the Com. on Finance as to the responsibility of surities &c

Section 36 The rules and regulations or either of them may be suspended by two thirds vote at any regular meeting. And may be amended or repealed at any regular subsequent to the meeting when the same is proposed by a vote of a majority of the entire Board.

On motion the Board adjourned until Thursday July 3rd AD 1891. [Carried?]

July 23rd 1891. Messrs Evan and Burgess being the only members present it was declared no meeting and the Board adjouned to meet up on its regular meeting night being the 1st Thursday in August. (August 6th 1891.)

Aug 6th 1891

Be it remembered that on this the 6th day of August AD 1891. The Board of Park Commissioners of the City of Seattle met pursuant to ajournment. At roll call the following members are present - Danl. Jones Chr Abram Barker WE Bailey CN Evans WE Burgess being absent.

Whereupon the following proceedings are had to wit. Minutes of the last meeting read and approved:

A motion was made that the Committee On Designation of Grounds be requested to confer with the University Commissioner with an aim to securing a tract of land along Union Bay in Section 16. Carried.

Applications for the position of Supt of Parks were received from the following James Taylor R.T. McNaughton JB. Palmer On motion they were placed on file for future referrence.

Motion That the Finance Com wait on Mr. Withlen and ascertain what amount of money if any He and other parties interested will donate toward the improvement of park grounds in the vacinity of the Broadway Park. Carried.

Aug 6th 1891

Motion by Barker that the Com on Grounds open up a correspondence with some expert engineer and landscape garden in the East with a view of having plans for a system of parks submitted to the Board. Carried.

Motion to have the Jud Com. have an ordinance passed for the protection of the city parks from trespass. Was carried.

Motion to have the Com. on Des'g of Grounds secure if possible an open square in the univerity grounds and donated to the City. Was carried.

The Com. on Labor and Supplies were ordered to secure estimates of the cost for the improvement at the Denny, Kinnear & Broadway Parks and report at the next meeting.

On motion the Board adjourned to meet Thursday August 20th AD 1891.
