Be it remembered that on this the 20th day of August AD 1891. The Board of Park Comms of the City of Seattle met pursuant to adjournment in the Bugess Block. At roll call the following members are present to wit: WE Burgess Acting Chair Abram Barker CN Evans

Motion to adjourn to Sept 3rd was carried.

Sept 3rd 1891.
Be it Remembered that on this the 3rd Day of Sept AD 1891. The Board of Park Commissioners of the City of Seattle met pursuant to adjournment in the Rooms of the City Clerk in the New City Hall on 3rd and Jefferson Sts.
At Roll Call the following members are present Danl Jones Chair C N Evans W E Burgess Abram Barker W E Bailey
Where upon the following proceedings are had:
Minutes of the previous meeting read and approved.
Bill of Davis & Vining for 2.50 for carriage Hine in viewing Parks was approved & ordered paid.
Committee Reports Mr Bailey, Com on Des of Grounds states that the University Commissioners have not title to property on Union Bay and that is is unpractible to secure a Park in that tract. No action taken.
Mr Evans, Com on Labor & Suppies reports recommending that Mr Taylor be employed as Supt and he submit plans for improvement of Parks and that he be engaged at a stated salary per month one half be paid by the City and one half by the Cable R. R. Co. No action taken.

Ordered that Mr Taylor be communicated with and his services be secured at a salary of $62.50 per month from month to month for one half of his time and the he submit plans & estimates for the improvement of the Parks owned at present by the City.
Ordered that the Com on Des of Grounds be instructed to correspond with Messrs Cleveland and Olmstead with reference to securing their services in laying out a system of Parks for the City. Carried.
Ordered the a committee on location of Rooms for permanenet quarters for Park Board be appointed to report at next meeting. Carried. Messrs Burgess & Evans Appointed
Motion to adjourn until Sept 10th / 91 Carried.

The following report from James Taylor Supt was read and ordered spread upon the minutes. Seattle Sept 10th 1891 To The Hon Board of Park Commissioners of the City of Seattle: Gentlemen: In compliance with instrucitons I have made a cursory and superficial inspection of the grounds reserved by and deeded to the City for Park purposes and now submit a few suggestions for your approval as to the proper and most economical methods of commencing operations for their permanent impovement. The first and most important preliminary should be the erection of a green house with heating appliances for propagating and wintering the plants necessary for the effective adornment of the public grounds. This will necessitate the clearing and grubbing of a small portion of "City Park" for a site for the green house and for a nursery

for raising hardy trees and shrubs for Park purposes. Such a clearing need not and will not interfere with the natural landscape nor with any interior design you may have in view for the improvement of "City Park" but on the contrary will be found a most valuable auxillary. Giving you a selection and variety of trees and shrubs which you could not obtain in any other way with a nursery under your own control you will be enabled to take full advantage of donations or exchanges of seeds, cuttings or plants from other sinilar institutions, National, State or Municipal through out the Country; A privilege generally denied to professional nurserymen and of which without a nursery you could not avail yourselves to an considerable extent; also residents and exresidents traveling aborad will always be picking up something that attracts their attention and that they consider desirable for the Park. But aside from this and taken from a purely financial point of view it will be much cheaper to propagate your own plants. To make any respectable display the "Bedding" plants alone for the first season would cost much more than the erecting and maintenance of nurseries for the whole year where as in the proper service of a nursery they are but transient incidentals and would not interfere much with the raising and caring of the permanent stock of trees, shrubs and hardy prennials! It is also of importance that you should have plenty of manure for the constructing of lawns and enriching the flower beds. And I would suggest that the proper authorities be consulted so that you can secure
