He shall keep a true & complete record of the proceedings of said Board and have charge of the Books, documents and papers which properly belong to his office. He shall furnish any information attainable from the Books of the Board at the request of any Commissioner and shall perform such other duties as the Board may from time to time require.
Section 16 Standing Committees may be appointed at the first regular meeings in each year or as soon thereafter as may be as follows. 1 On Improvements 2 On Finance 3 On Judiciary 4 On Designation & Grounds 5 On Employment & Supplies 6 On Police 7 On Shore Rights & Privileges 8 On Entertainments and Winter Sports 9 On City Forestry
Section 17 Except as otherwise ordered the Board Committees shall consist of 2 members each.

The President shall appoint all Committies except where the Board shall otherwise direct and shall be ex-officio a member of all committees. The Board may at any time increase the number of members on any committee in such way as it may deem best.
Section 18. The first member named on a committee shall be the Chairman thereof unless a majority of the Committee shall decide otherwise. The Chairman of a committee shall call the same together at such time and place as he may deem proper whenever there is any business requiring the attention of the committee.
Section 19. The Committee On Improvements shall have general supervision of work ordered by the Board. In an emergency the committee may act for the best interests of the Board without awaiting instructions. They shall make monthly reports to the Board and recommend such improvements from time to time as they may deem advisable.
Section 20 The Committee On Finance shall have general supervision of the finances of the Board exclusive and pass upon claims before the same are allowed.

They shall estimate and present a rate for tax levy and pass upon the financial reports of Officers. No claim shall be considered by them unless it shall have first been presented to the Board. Nor shall any claim be presented to the Board which is not certified by the commission or Officer ordering the material or labor charged for unless the attention of the Board is called to the fact that it is not so certified: The Committee on Finance may approve any payroll for park employees pending a meeting of the Board whenever they may deem the same advisable. In which event a warrant may be drawn therefor and the facts subsequently reported to the Board.
Section 21 The Com On Judiciary shall prepare such enactments as may be deemed proper and if the same are approved by the Board cause the same to be presented to the Legislature for action thereon.
They shall prepare such rules and regulations for the govenment of the Board & its employees and ordinances for parks and parkways as may be deemed proper, submitting the same to the Baord for approval. They shall perform such other duties as the Baord may from time to time require.

Section 22 The Committee on Disignation of Grounds shall Examine and report upon all propositions for extensions upon new Parks or Parkways and take charge of the purchase and sale of lands for or by the Board: They shall subejct to the approval of the Board designate names for Parks and pieces of land coming into the control of the Board and perform such other duties as may be proper.
Section 23 The Committee on Employment and Supplies shall have general supervision of the hiring of employees, the purchase of supplies, printing of reports &C. subject to the dirretion of the Board.
Section 24 The Committee on Police shall have General Supervision of the Park Police & shall see that all Police regulations and ordinances are properly enforced. They may at any time suspend or discharge any Park Policeman.
Section 25 The Committee on Shore Rights and Privileges shall have general supervision of the use of shores for boating purposes &C. and of all Buildings erected on any Park or Parkway by the Board or under its authority. All matters relating to pricing for refreshment stands Bathing, Houses Boat Landings &c shall subject of approval of the Board be passed upon by said Committee

July 10 1891 Section 26 The Committee on Entertainment and Winter Sports shall have general supervison over the use of park grounds for picnic purposes, Band Performances, Fire works displays &c. They shall further Supervise the use of said grounds for speeding tracks &c subject to the approval of the Board.
Section 27 The Committee on City Forestry shall exercise a general supervision over the work of the city forestry and his assistant and shall superintend the sale and planting of shade and ornamental trees for the adornment of private ground &c when the same is done by the Board or its employees.
Section 28 Nothing in the foregoing shall be construed as to waive the right of the Board at any time to increase or curtail the duties of any Committee or to interest and control their actions.
Section 29 Special Committees may at any time be appointed by the Board in such manner and for such purpose as may be deemed best. Said Special Committee unless otherwise ordered to consist of 2 members each.
