It should contain your recommendations and estimates for your expenditure in your district for the year 1871-72 with such statement of the utility of the objects of the special appropriations which you may be pleased to recommend as may suggest themselves to you and it should not arrive here later than the 1st proximo.

Congress at its last session made an appropriation as follows. For two harbor range lights to mark the entrance to Yaquina Bay, Oregon. $20,000.00

The maps which we have do not show clearly whether this range shall be on the South or the north Head but from a sketch recently received from the Coast Survey Office, which is herewith sent you, it would appear that the south head is the most probable position. You are requested to visit Yaquina Bay at your early convenience and select the sites for the two lights which should not be nearer together than 300 feet.

the construction should commence. The design of placing a structure like that at Ediz Hook is approved. You are desired to forward to the Board a requisition for the lens for Yaquina light which will be of the 5th order. You state that less than 270° arc of visibility is required. Please to state how much less and what kind of light it should be. This will involve a study of the kind of light to be used at Cape Foulweather. At some time convenient to you please to have made and forwarded a set of drawings showing the structures to be placed at Yaquina.

Sir: In reply to your letter of the 19th instant, I have to say that the deed of land proposed to be purchased at Yaquina Bay, when submitted to the District Attorney should be accompanied by an abstract of title on which his opinion can be based, or else he should be requested to procure the same at the expense of the United States. Bien will be paid for the repairs you mention in the same manner as heretofore, and his monthly pay will commence when you have the house and shop ready for him at Fort Point. The Board in authorizing the employment of Mr Bien made it distinctly understood that he was to live and have his shop at Fort Point, and devote his entire time to the Government, and if he is not satisfied with these conditions, he will inform you at once, so that one of the lampists in the service of the Establishment at the Depot at Staten Island may be sent to you. When not otherwise employed, the lampist will be required to make the burners and the tin, copper, and brass utensils for the supply of the Light Stations of your Coast.
