Sir

You are hereby authorised to arrest and take into your possession, and the same safely keep, all the books and documents, belonging to the office of Martin Armstrong, that may be found in the hands or possession of James Holland esquire and others Commissioners from the state of North Carolina, appointed to take the same into their possession-

And for the purpose of arresting and detaining the same, your are hereby empowered to call on any Officer or

Knoxville 17th February

Sir

On advising with the Attornies General, It is their opinion, that for the books belonging to Martin Armstrongs office ^to be removed out of this state would be improper and highly detrimental to the Interest, and Endanger the real property of all concerned; you will therefore be pleased to deliver all the books and papers ^in your possession, relative to the said office, to William Maclin esquire Secretary of the State of Tennessee

You are at liberty to take such authenticated copies, and trancripts of the records as you may think proper, which I hope will be amply sufficient for the detection of any frauds alledged to be committed - I have the honor to be sir
