Gentlemen;-

The grey horse purchased about a year ago for the use of the city plumber has become useless, having the spinal minegitis, and I fear will never be fit for the work and is now a useless expense on the department therefore I beg leave to purchase another horse, and dispose of the sick one to the best advantage.

We, your committee on Water Works recommend that a horse be purchased for the Water Department and the old horse be disposed of.
