578 JOURNAL OF THE PROCEEDINGS OF THE Aug 17 1888 Ordered that Saml A Hoyt Harbor Master be granted leave of absence from the City for one month. Ordered that the Plat of Union Lake Addition Supplemental be and the same is hereby approved. Ordinances 980 An Ordinance is submitted by the City Attorney entitled "An Ordinance to provide for the payment on interest on Street Improvement warrants hereafter issue for street improvements now under contract and in course of construction and for the transfer of money received from licenses from the general fund to the Street Improvement Funds for the payment of such interest, and for the reimbursing of the General Fund from such Street Improvement Funds'' which is passed by the following vote In favor of the same Burns, Durie, Jones, McCombs, McDonald, Niesz & Reitze. Against the same none. An Ordinance is submitted by the City Attorney entitled "An ordinance regulating hacks and carriages and fixing the rate of fare therefor" which is read and referred to the Committee on License and Revenue. 981 An Ordinance is submitted by the City Attorney entitled "An Ordinance to regulate the blowing of whistles of steamboats and steam vessels while laying at the wharves in the City of Seattle, and prescribing punishment for the violation of such regulations'' which is passed by thefollowing vote In favor of the same Burns, Durie, Jones, McCombs, McDonald, Niesz & Reitze. 579 COMMON COUNCIL OF THE CITY OF SEATTLE Aug 17 1888 982 An Ordinance is submitted by the City Attorney entitled "An Ordinance vacating the plat of Union Lake Addititon to the City of Seattle'' which is passed by the following vote to wit: In favor of the same Burns, Durie, Jones, McCombs, McDonald, Niesz & Reitze. Against the same none. 982[983?] An Ordinance is submitted by the City Attorney entitled "An Ordinance to regulate the use of Streets, wharves and public places and to punishviolation of such regulations'' which is passed by the following vote viz: In favor of the same Burns, Durie, Jones, McCombs, McDonald, Niesz & Reitze. Against the same none. 984 An Ordinance is submitted by the City Attorney entitled "An Ordinance authorizing H W Wheeler, J A Stretton, Wm D Wood and L S Wheeler their heirs and assigns to construct operate and maintian a street railway in the City of Seattle'' which is passed by the following vote viz: In favor of the same Durie, Jones, McDonald, Niesz & Reitze. Against the same Burns & McCombs. 985 An Ordinance is submitted by the City Clerk entitled "A Special Ordinance appropriating money to pay audited bills'' which is passed by the following vote: In favor of the same Burns, Durie, Jones, McCombs, Mc Donald, Niesz & Reitze. 580 JOURNAL OF THE PROCEEDINGS OF THE Aug 20 1888 Be it remembered that on this 20th day of Aug AD 1888 the Common Council of the City of Seattle meets in its Council Chamber pursuant to adjournment. The following officers are present His Honor the Mayor Robt Moran and Councilmen Burns, Durie, Green, Jones McCombs, Niesz & Reitze, absent McDonald. Petitions etc Petition of R Petkowits for permission to repair roof on rear of building occupied by him as a store on Front Street. Granted. Communication from City Surveyor J H Scurry accompanied with profile drawing showing alterations on the Fifth Street grade at Marion Street & other points. Referred to the City Atty with instructions to draw an ordinance in conformity with the grade established thereby provided there are no legal impediments. Application for Licenses referred Louis Lainere The council now proceeds with the examination and equalization of the Assessment Roll for the year 1888 Ordered that John Sullivan be raised on Lots 4&5 Block 5 Boren's addn from $1800 each to $18000 each. Ordered that Albro Gardner be reduced on improvments on Lot 9 Bk Bell's 5th from $700 to $420 Ordered that Dr T T Minor be reduced on Lots 5,6,7 & 8 Block 10 Terry's 2nd Addn from $9000 to $7200.00 Ordered that Lot 3 block 27 assessed at $1200 be stricken from Olive J Stewart's assessment and assessed to Lucy G Bell

585 COMMON COUNCIL OF THE CITY OF SEATTLE Aug 27 1888 Be it remembered that on this 27th day of Aug 1888 the Common Council of the Cityof Seattle meets in its Council Chamber pursuant to adjournment. The following Officers are present to wit: The Mayor Robert Moran and councilmen Durie, Green, Mc Combs, Niesz & Reitze. Absent Burns, Jones & McDonald. The folowing proceedings are had to wit-: the council now proceeds with the examinations and equalization of the Assessment Roll for the year 1888 and the following changes are ordered made. O S Jones appeared in answer to citation and on motion his assessment on improvement on Lot 6 Block 16 A A Denny's Addition is raised from $600 to $800. G Morris Haller appeared on behalf of Henrietta M Haller to show cause why the improvements on Block 100 of Terry's second addition should not be raised from the valuation placed on them by the Council at its last meeting. On motion the matter of the valuation of residences is referred to a committe consisting of Messrs Reitze Green & Niesz. The following named persons appeared before the Council in obedience to citation and the assessed valuation of their property as the same appears on the assessment roll raised as follows: F C Young raised on personal property to $2000.00 Klein & Rosenberg raised on personal property to $8000.00 Hirschberg & Co raised on personal property to $9000.00 Albert Hansen raised on personal property to $9000.00 R Abernathy raised on personal property to $3200.00 W A Chong & Co raised on personal property to $6000.00 W P Boyd & Co raised on personal property to $11,000.00 W P Boyd & Co raised on Real Estate to $16,420.00
