Ringgold Barracks January 22nd 1863 Lieut Allison Ryman Post Adjt

Sir / I have to report that one of the Battery horses the property of the Confederate States is affected with what is termed Shankers and by all appearance incurable

I respectfully suggest that you appoint a board of survey to examine the same and report their opinion accordingly

Your communication of the 21st Inst. enclosing copy of your Report to Head Quarters District of Texas, has been received

In reply I have to say that the remarks made in your communication addressed to me on the 21st were uncalled for. I would respectfully inform you that I reserve to myself the privilege of judging what is right in the government and administrative functions of this Command subject only to superior authority, therefore your opinion as to what is right you will retain until called for by me

Proceeding of a Board of Survey convened at Ringgold Barracks Texas Jan 23rd 1863. in compliance with the following Order

Head Quarters Ringgold Bks Texas Jan 23rd 1863

Orders No 14

A Board of Survey to consist of Captain Pedro Cevallos 3rd Texas Infty. 1st Lieut Teodore Shiehagan 3rd Texas Infty and 2nd Lieut Chas Wellhausen Heavy Artillery will assemble as soon as practicable to examine and report upon a horse the property of the Confederate States for which Capt P. Fox Comdg Company Light Artillery is responsible reported by him as affected with Glanders and incurable

By Order of Capt J. H. Kampmann Lt. MacCormack 1st Lieut and Adjutant 3 Regt. Texas Infty.

The Board met persuant to the order, all members present and upon examination find that the horse reported by Capt. P. Fox Comdg. Lt Arty. Company is diseased and incurable and recommend the same to be shot

I have to report that several of the Battery horses the property of the Confederate States are entirely unfit for the Public Services. I respectfully suggest that you appoint a Board of Survey to examine the same and report their opinion accordingly

Sir Doubtless your are aware of a special order from the Gen Commanding having been issued for the Light Battery to proceed to Fort Brown as soon as possible

I respectfully request you will cause four or five Wagons to be send out here for transportation of Company property also I beg to inform you and through you the Major Commanding that I will be compelled to leave Several horses behind some are weak and some are lame I would suggest to leave them in charge of a Mexican who lives at this ranch

Sir I beg to inform you that We are received from Maj Gray QA Adjt Gen [[?]] for the Light Battery to proceed to Brownsville as soon as possible stating the Qr Master would give the Necessary transportation I respectfully request you will send out four or five wagons for transportation of company property now at this camp I would also suggest that you would inform me what to do with the Mules when leaving here I will be under the necessity of leaving some horses in charge of the Mexican who has charge of this Ranch as they are not fit to travel And in case you want the Mules left here please let me know
