Your Hon. Body will be aware from an inspection of your records and papers on file in the Office of your Clerk, that this subject was fully canvassed at that time and decided by gentlemen whose impartial judgment in that matter, cannot be questioned upon any ground of antagonism to the liquor interest or disposition to restrict business enterprises.

Upon the occasion referred to, to wit: at the meeting of this Council on June 6th, 1884, there was a full attendance of the members and 5 out of the 9 present voted for the rejection of the application of Mr. Pritchard for a license at the place referred to, to wit: For the rejection of the application Messrs Charles McDonald, Geo. W. Harris, Otto Ranke, B. F. Day, and B. L. Northup.

We would further represent that at this time the prospect of any general business in that vicinity is even more remote than at the time when the former application was made and that the said applicant can have no expectation of making the business of the sale of liquor at said point profitable unless his premises shall be a resort and retreat for such persons as have been referred to.

[begin crossed-out paragraph] We would represent that it is the intention of a religious and benevolent institution to establish and erect, [illeg.] the present [illeg.], in the vicinity of the [premises?] of the said Pritchard and on the same street, a hospital to be known as the "Grace Hospital" which will be visited some of the most refined people of our City, and have selected this location and purchased the site for the exercise of their [benevolence?] in order to be free from all such disturbances as are now proposed. JOURNAL OF THE PROCEEDINGS OF THE Be it remembered that on this the 16th day of June 1882, the Common Council of the City of Seattle meets in its Council Chamber pursuant to adjournment of May 9th 1882. Present His Honor, the Mayor, L. P. Smith and Councilman John Collins, Thos Clancy, Wm. A. Jennings, John Keenan, Chas McDonald and G. L. Manning. Thereupon the following proceedings are had. The Ordinance Committee submit ordinance No 285, the same being entitled "An Ordinance to provide for the erection of a Building to be used as a Council Chamber, Fire Engine House and City Jail, in the City of Seattle, in the County of King and Territory of Washington." After due consideration said ordinance is adopted by the following vote, towit: In favor of adoption John Collins, Thos Clancy, Wm. A. Jennings, John Keenan, Charles McDonald and G. L. Manning. Against adoption, none. A petition is received from B. F. Day praying for the removal of a fence from 9th street and for permission to build a sidewalk; thereupon the same is referred to the Street Committee. A petition is received form Mrs E. Buscal et al praying for the placing of the gas lights on Second and Cherry Streets; thereupon the same is referred to the Gas Committee. Ordered that the Cemetery Committee be and they are hereby authorized to procure the cleaning of two(2) or more acres of the Cemetery. And now the Street Committee whom was referred the remonstrance of A. Spaulding et al against building the sidewalk on 11th street report on the same and recommend that said proposal sidewalk be not built; thereupon said report is adopted. And now the Council proceeds to reconsider the order if June 2nd 1881 by which the bid of T. P. Roberts on 11th street sidewalk was accepted; thereupon it is ordered that all bids for the construction of said sidewalk be rejected.

From Streets and Street Improvements recommending the grading of Seneca Street from the alley between 3rd and 4th to 7th. Adopted and Attorney instructed to submit an Ordinance therefor. From the Streets & Street Improvements rejecting the petition of D.E. Blaine et al for raising the sidewalk on Front Street. Adopted and petition denied. From Streets & Street Improvements recommending the granting of the petition of J.J. McGilvra et al for the grading of Cherry & other Streets. Adopted & Attorney instructed to submit an Ordinance therefor. From Streets & Street Improvements on the remonstrance of James McNaught to the said grading of Cherry and other Streets. Ordered filed. From Streets and Street Improvements recommending that the contract for the Improvement of Pike Street under Ordinance
