528 JOURNAL OF THE PROCEEDINGS OF THE Jul 6 1888 for grading South Eleventh Street had failed to file his contract and bond as ordered by the council and it further appearing that his failure so to do was and is caused by his being unable to find a purchaser for the warrants to be issued for such street work: It is ordered that the order heretofore made by the council granting said contract to said W L Crosley be vacated and annulled and it is further ordered that the City Clerk return to said W L Crosley the amount deposited by him to wit: the sum of $250.00. Ordered that the contract for grading South Eleventh Street be awarded to Hall & Ritchey they being the next lowest bidders, upon filing a bond in the sum of $2000.00. Ordered that W N White be granted permission to use powder in blasting earth on Harrison Street grade under the usual restrictions. Depot Street & Box Street assessment Rolls. License Referred Eugene W Nay Seventh Street Tax Levy Ord 848# Ordered that a tax of 573 Mills on each and every dollar of the assessed valuation of all the property included within the assessment district created by Ordinance No 848 be and the same hereby is levied on said property for the purpose of paying for the improvements of Seventh Street from Mill Street to Madison Street in the City of Seattle. B of A Bill No. 4 An Ordinance pertaining to the duties of the Coporation Council was read the 3rd time: Motion to amend by striking out Section 3. Carried. The bill was passed as amended by vote of 9 to 1. Bogardus, Holbrook Korn, Pontius Snyder Wald Wilcox and Mr. President voting in favor and Miller against the amendment. Referred to the H of D for concurrent action thereon.

B of A Bill No. 5 An Ordinance to prescribe the duties of the Board of Public Works: read third time and passed by full vote. Referred to the H of D for concurrent action thereon.

The report of the appraisers appointed to lay off & extend Broadway as a public thoroughfare as set forth in Ordinance No. 1489 passed by the Common Council August 30th 1890. Was read recommending the work be abandoned as the damages to property would be erroneous. Ref. to Jud. Com.

Motion by Korn that the City Clerk be instructed to furnish the Finance Committee with a correct list of all the property condemned for City & Street improvements and the names of the owners or agents of said property to condemned and
