334 JOURNAL OF THE PROCEEDINGS OF THE Nov 15 1887 Petition of Joseph Hamblett & others asking the council to take some steps to secure the pay of the laborers on West Street grade is referrred to the City Attorney. Petition of Julia A Fenton for compesationfor injuries caused by a fall ocassioned bya defective sidewalk read & Referred to Judiciary Committee Petition of J M Bennett for permission to build a 12x14 ft shop adjoining his barber shop on west side of Commercial Street read & referred to Committee on Fire & Water with power to act. Application of W Perry Smith to be appointed

338 JOURNAL OF THE PROCEEDINGS OF THE Nov 18 1887 provided the same is constructed according to the provisions of Ordinance No 833. Adopted From Same Committee granting petition of Ida J McGinnis for permissionto repair certain wooden building provided such repairs are made in accordance with the provisions of Ordinance No 833. Adopted. Licenses Ordered Issued. Thomas R Hughes retail liquor 6 months Mason & Cort retail liquor 6 months Andrew Lunn retail liquor 6 months John H Norens retail liquor 6 months Anderson & Cresno retail malt 6 months The vote upon issuing said licenses is as follows: Ayes Green, Lake, Moran, Niesz, Russell & Reitze. Nays none. Licenses Referred Geo C Munroe & Co, & Frank W Clancy Plats Approved Ordered that the Plat of Madison Street Addition to the City of Seattle and Plat of Hall's Addition to the City of Seattle Be approved. Fourth Street Tax Levy Ordered that a tax of two hundred twenty six (226) mills on each and every dollar of the assessed valuation of all the property included within the assessment district created by Ordinance No 836, be and the same hereby is levied on said property for the purpose of paying for the improvement of Fourth Street from Union Street to Bell Street in the City of Seattle

339 COMMON COUNCIL OF THE CITY OF SEATTLE Nov 18 1887 Ordered that the Clerk be instructed to notify the Seattle Electric Light Co that they arenot lighting thestreets in accorance with the provisionsof their contract. Ordered that an Electric Light be placed at the door of Deluge Hose Co's house. Cor Pike & 3rd Streets Ordinances The City Attorney submits an Ordinance entitled "An Ordinance authorizing and empowering the Mayor and Clerk of the City of Seattle to execute a bond for appeal in the case of F B Kendrick vs City of Seattle" Which is passed by the following vote: Ayes Green, Lake, Moran, Niesz, Russell & Reitze. Noes None. Mill Street grade Ordered that the time of the Contractor for grading Mill Street be extended until July 1st next, provided that bondsmen of said contractor file their written consent to such extension with the City Clerk on or before November 21st 1887. Ordinances An Ordinance is submitted by the City Atty entitled "an Ordinance extending the time within which Mill Street from a point midway between South Fourth Street and South Fifth Street to Williamson Street shall be graded" Which is passed by the following votes viz: In favor of same Green, Lake, Moran, Niesz, Russell & Reitze. Against the same, None. Ordered that Front Street be planked from Cherry Street to James Street

343 COMMON COUNCIL OF THE CITY OF SEATTLE Dec 2 1887 From Came Committee rejecting petition of Seattle Warehouse Company for an incline on Spring Street as an incline at the point asked for would be too steep to be of any practical use. Adopted. From Committee on Harbor & Wharves making certain recommendations in regard to Harbor Master etc. From Committee on Fire & Water on petition of P G Berzamane for permission to build a fish stand on the West Side of Front Street opposite Phillips Bros foundry to the effect that the committee finds that the petitioner had already completed the building and recommending that the fire warden be instructed to see that he comply with the City ordinances regulating the erection of buildings within the Fire Limits. From same Committee granting petition of F M Bennett for permission to build and addition to his shop on Commercial Street providing he comply with Ordinance No 833. Adopted. From Committee on Street Lights granting petition of E P Burk & others for a Street Lights Corner of Blanchard & 2d Streets the same to be a 16 candle power & placed on a wooden post adopted. Licenses Ordered Issued Geo C Munroe & Co Retail liquor for 6 months Frank W Clancy Retail liquor for 6 months The vote requiring said licenses is a s follows in favor of the same Furth, Green, Lake, Moran Niesz & Reitze against none.
