709 COMMON COUNCIL OF THE CITY OF SEATTLE Nov 6 1885 over until the next regular meeting and the Clerk directed to refund the deposit of $250.00 to each of said bidders. Ordinances An Ordinance is submitted entitled "An Ordinance granting the right to erect poles and stretch wires thereon for Electric purposes", which is read and referred to the Judiciary Committee. An Ordinance is submitted by the clerk entitled "A special ordinance appropriating money to pay audited bills", which after being duly considered is passed dby the following vote, viz: In favor of said ordinance Calligan, Furth, Hall, Harrington, Keenen, Lake, McDonald, Post and Young Against none. Ordered that the Council do now adjourn attest: W R Forrest clerk H L Yesler, mayor Nov 20 1885 Be it remembered taht that Common Council of the City of Seattle meets in its Council Chamber on this the 20th day of November 1885 pursuant to law; the following officers being present, to wit: His Honor the MAyor H L Yesler and councilmen J Furth, R H Calligan, Geo W Hall, W A Harrington, J Keenen, Chas McDonald and J J Post and T W Lake where the following proceedings were had to wit: Petitions Communications Petition of J G Armstrong for permission to establish a laundry at No 114 South Second Street. Referred to Committee on Fire and Water. Petition of John Collins et al for planking Mill Street from Front to Second Street Referred ot Street committee Petition of John Roshalt and A Sanderson for permission

716 JOURNAL OF THE PROCEEDINGS OF THE mitteeof the whole, whereupon the City Attorney is requested to draw up and submit to the Council Certain amendments to the City Charter. From the Street Committee recommending that Mill Street be planked form the East side of Front Streetto the East side of South Second Street twenty four (24) feet in width, and from the East side of South Second Street to the East side of North Second Street sixteen (16) feet in width. And that South Second Street be planked from Mill Street to the planking on said Street north of the Depot, the same to be planked on the west side of said street sixteen (16) feet in width; that the South side of Main Street be planked from the East side of Commercial Street to the west side of Second St sixteen (16) feet in width. That Jackson Street be planked sixteen (16) feet in width from the east side of Commercial Street to the west end of Jackson Street Bridge; that as soon as the proper connection with the sewer are made which have been ordered by the council on Washington Street; that Washington Street be planked from the East Side of Commercial Street to theWest side of Second Street sixteen (16) feet in width. Report adopted. From Same Committee recommending that a sidewalk be ocnstructed on the West Side of Front Street from from the Northwest Cracker Co's building north to the south side of Seneca Street adopted and said side walk ordered built and the Street Commissioner directed to notify the owners of property adjacent to said improvement that said sidewalk has been ordered built. From Same Committee recommending that the petition for an elevated sidewalk be not granted for the reason

We will receive from the sale of water and sewer bonds immediately $400,000.00 Nov 1st 1890 $ 50,000.00 And the balance of $505,000.00 in amounts of from $10,000.00 to $50,000.00 as required in construction. In view of the fact that the City will soon be in full possession of the water works, I would recommend that a committee of two from the board of Aldermen and three from the House of Delegates be appointed by the respective houses, toact with the Board of Public Works and confer with Benezetti Williams in regard to the adoption of such portions of h is plans as will be of advantage to the city and also to see what arrangements can be made with that gentleman in the way of a full and complete settlement for work already done. The following is a statement of the condition of the Sewer Fund Sewer Bonds $110,000.00 Amount of Road Fund Warrants outstanding issued for sewer purposes not including interest $ 19,200.00 Balance $ 90,200.00 the city indebtedness in October 14th 1890. Not including the $975,000 in Bonds, may be summed up as follows: Outstanding Warrants, Road Fund $387,459.00 Outstanding Warrants, Fire Fund $124,808.00 Amount due W V Rinehart et al; including interest for property purchased on South Third St in round numbers $ 50,000.00 H L Yesler et al for property condemned for Occidental Square $164,000.00 Widening Front Street $ 8,000.00 Widening Commercial Street $ 7,000.00 Widening Second Street $ 10,000.00

Seattle June 4/1889

To the honorable the city council of the city of Seattle, Gentlemen. I the petitioner Ellsworth W Farrand of this city doing business on Second Street near Washington. The undersigned gentlemen of good standing, respectfully ask your permission to allow a small awning, eight feet long to remain where it is placed, attached to the building with small secure, the business for which the awning was erected is not on the street, but on private property which I have rented.can not be carried on without a shade from conversation with Mr Buchanon & some of the city officers Inferred that any person had the right to put up an awning, but no wooden structure: without a permit from the council. I therefore ask your honorable body of councilmen to allow the awning to remain & your petitioner will even pray.
