Petition to Extend City Limits of Seattle To the Honorable, the City Council, the Legislative Body of the said city of Seattle, hereby respectfully petition that the boundaries of the City of Seattle be altered and extended so as to include the new territory hereinafter described within the said City of Seattle after proceedings had as required by law, and that you submit to the electors of said city and to the electors residing in the said territory hereinafter described, the question whether said territory shall be annexed to said City of Seattle and become a part thereof. The said new territory proposed to be annexed to the City of Seattle is particularly described as follows to-wit: Beginning at the point in the center of Lake Washington, which is the Northeast corner of the present limits of the City of Seattle; thence Northerly along the center of Lake Washington to an intersection with the south line of Section Sixteen, in Township Twenty-five, Range Four West, W.M., produced eastwardly; thence West in the waters of Lake Washington and Union Bay along said east line produced to the intersection with the east line of said Section Sixteen, produced southerly; thence North in the waters of Union Bay along said east line produced to the shore of said Union Bay, and thence North along the east line of said Section Sixteen and of Section No Nine in said Township and Range to the quarter-section on the east line of said Section Nine; thence West along the center line of said Section Nine to the quarter-section corner in the west line thereof; thence North along the east line lines of Sections Eight and Five in said Township and Range to the north line of said Township Twenty-five North; thence West along said Township line to the quarter-section corner in the north line of Section One, in Township Twenty-five North, Range Three East, which latter point is the Northeast corner of the present corporate limits of the town (now city) of Ballard; thence South along the center line of said Section One, and Sections Twelve and Thirteen in said township Twenty-five North, Range Three East to the Southeast corner of Government Lot 2, in said Section thirteen, said last-named line being the Easterly boundry of said City of Ballard; thence West along the South boundary of said City of Ballard to the center of Salmon Bay; thence Northwesterly following the present corporate limits of the City of Ballard along the center line of Salmon Bay to deep water in Puget Sound of Admiralty Inlet; thence West to the main channel of Puget Sound or Admiralty Inlet; thence southerly along said main to a junction with the main channel from Elliott Bay; thence Easterly and Southeasterly along the main channel of Elliott Bay to the point in the center of Elliott Bay, which is the Northwest corner of the present limits of the City of Seattle; thence Northeastwardly along the present Northwestern boundry of the City of Seattle to the intersection between the shore of said Elliott Bay and the west line of Section Twenty-four, in Township Twenty-five North, Range Three East; thence North, following the present boundary of the City of Seattle along said west line of said Section twenty-four to the quarter section corner in the west line of said Section Twenty-four; thence East, following the present boundary of the City of Seattle along the center line of said Section Twenty-four, and of Sections Nineteen and Twenty in Township Twenty-five North, Range Four East to the east line of said Section twenty; thence South following the present boundary of the City of Seattle, along the east line of said Section Twenty to the Southeast corner thereof; thence East following the present boundry of the City Seattle along the North line of Sections Twenty-eight and Twenty-seven in Township Twenty-five North, Range Four East, to the shore of Lake Washington; and thence Easterly in the waters of Lake Washington following the present boundary of the City of Seattle to the present Northeast corner of the limits of the City of Seattle and place of beginning, including all waters embraced within the boundaries above described. 1 Valentine Hall 2 Wm Dunning 3 T J Hamilton 4 H P Munger 5 L C Braman 6 C G Whittdesey 7 J M Sutten 8 H N Vaughan 9 C E West 10 J W Range 11 L C Woodman 12 R M Hopkins 13 J C Redwood 14 J W Wilkinson 15 F M Dehly 16 E S Osborne 17 Edward P Tremper 18 Hiram J Jueoles 19 E F Allen 20 George Fowler 21 D A McKenzie 22 C A McKenzie 23 W W Easter 24 C C Dimond 25 Geo W Feurry 26 Ed B Burwell 27 J L Simpson 28 Wm L Turner 29 F W Baker 30 W T Bries 31 M M Grout 32 D S Kinney 33 Edw W Philpott 34 A L Hawley 35 A Maisland 36 F J Wood 37 Albert Jones 38 A C Balch 39 C A Kilhoume 40 E C Cheasty 41 Geo Smith 42 T M Young 43 E R Mason 44 H H Manning 45 J A Frahtn 46 W V Rinehart 47 F Cochran 48 J H Hall 49 S E Smith 50 Wm ODonnell

And now the Council proceed to the examination of said assessmeant poll, Whereupon said Catherine Merritt and George Merritt her husband, by their said attorney further object to any valuation being placed on their property as set forth in said assessment poll for the reasons as set forth in said written objections now on file, thereupon after due examination said objections are overruled upon the following vote, to wit: in favor of overruling said objections Collins, Clancy, Jennings, Keenan, Keezer & McDonald against overruling the same side And now no further or other complaints being made and the Council finding the said assessment poll correct in every particular, It is therefore ordered that the Assessment poll under said Ordinance No. 241 as sectioned by Frank Seidel City Assessor and filed with the City Clerk on the 30th day of August 1881 be and the same hereby is approved. And now on this the 9th day of October 1881 at the hour of 1/2 o'clock PM in pursuance of the Notice published under Ordinance No. 243 the Council proceeds to hear all complaints against the assessment poll required by said Ordinance No. 243 and filed with the City Clerk on the 15th day of September 1881, Whereupon no complaints of any character being made and the Council find the said Assessment poll to be correct in every particular. It is therefore ordered that the said assessment poll as returned by Frank Seidel City Assessor and filed with the City Clerk on the 15th day of September 1881 be and the same hereby is approved. Ordered that the Clerk Surveyor and Street Committee be and they are hereby instructed to submit at next meeting the items of expense of constructing the sidewalk under Ordinance No 243 & that the City Atty. Submit the draft of an Ordinance levying the tax to pay for the same. After due examination said bonds are approved, and said applicants making due proof that they are persons of good moral character It is therefore ordered that upon their complyance with all the other provisions of said Ordinance the Clerk be and is hereby instructed to issue license to said applicants for the periods and purposes following to wit; Named Description of License Term Date of Commencement Margaret Sullivan Grocery 3 Months Novemeber 15/1881 August Hess Grocery 3 Months November 15/1881 And now the City Attorney submits Ordinance No 252, the same being an Ordinance granting the right of way to the Spring Hill Water Company to lay water pipes, within the City; and defining the rights, duties and obligations of said Company. After due consideration said ordinance is adopted upon the following vote to wit: In favor of adoption His Honor, the acting Mayor, Jno Collins and Councilman Jennings, Keenan, Keezer, Clancy and McDonald Ordered that the matter of taking gravel out of Street by the Gas Company, be and the same is hereby referred to the Street Commissioner Ordered that the Council Stand now adjourned. attest E S Osborne Clerk Approved John Collins Acting Mayor

16 JOURNAL OF THE PROCEEDINGS OF THE On this the 28th day of November 1881 the Common Council of the City of Seattle meets in its Council Chamber pursuant to the call of the acting Mayor The following Officials are present to wit: His Honor the Acting Mayor John Collins and Councilamn Thos Clancy, Wm A Jennings, John Keenan, Moses Keezer and Charles McDonald Thereupon the following proceedings are had: And now James Crawford the Appraiser duly appointed to act in the matter of assessing damages and benefits upon the extension of Madison Street under Ordinance No 241 tendered his resignation of said trust by reason of ill health thereupon said resignation accepted. And now the Council proceeds to fill said vacancy whereupon L B Anderson is elected as an Appraiser to fill the said vacancy caused by the vacation of said Samuel Crawford Ordered that the council stand now adjourned Attest E S Osborne Clerk Approved Acting Mayor Be it remembered that on this 2nd day of Decemvber 1881 the Common Council of the City of Seattle meets in its Council Chamber pursuant to law.
