113 COMMON COUNCIL OF THE CITY OF SEATTLE Nov 13 1886 Harbor and Wharve Committee Reports Rec'd From Street Committee recommending that the petition of J D Smith and others for opening Stewart Street from 7thSt to 9th St be granted. Adopted From same Committee recommending that petition of W S Williams et al for Street Crossings corner of Madison & Hughsten and Madison & Kinney Streets be granted. Adopted From same Committee asking instructions on petition of W E Boone et al for a plank sidewalk in alley between Terrace & James. On motion the petitionis rejected. Onmotion the Street Commissioner is instructed to repair the sidewalk on Mill Street between Fourthand Fifth Streets On motion the petition of Jos Fuerbach et al for numbering and naming the Streets of Seattle is laid on thetable. Ordinances An Ordinance is submitted by the City Atty entitled an Ordinance authorizing the Mayor and Clerk to execute a lease for a building for Engine Co No 4 which is passed by the following vote: In favor of the same Furth, Frink, Hinckley, Russell & Reitze against none. An Ordinance is submitted by the City Atty entitled "an Ordinance authorizing the Mayor and Clerk to execute a quit claim deed for the undivided one eighth of Lot 3 Block 5 Maynard's Plat of Seattle" which is passed by the following vote: In favor of the same Furth, Frink, Hinckley, Russell & Reitze against none. Miscellaneous On motion of Councilman Frink it is ordered that the City treasurer be paid at the rate of $60.00 per month Ordered that the Council do now adjourn W H Shoudy mayor Attest W R Forrest clerk

116 JOURNAL OF THE PROCEEDINGS OF THE Nov 26 186 reporting adversely upon the same & recommending that it be not granted, The report is adopted by the following vote ayes Coulter Furth Frink Green Hinckley and Russell noes Reitze From same Committee returning petition of O N Morse et al to make all liquor licenses uniform, without comment. Councilman Furth moves that the petition be rejected. Councilman Coulter moves as an amendment that the prayer of the petition be granted. the amendment is carried by the following vote: In favor of the same Coulter, Frink, Green, Hinckley & Russell against Furth and Reitze From Committee on Health & Police on petition of Henry Westphal et al for the abatement of a nuisance on Pike St between Front & West Sts recommending that the same be granted. Adopted and the Chief of Police directed to abate such nuisance. From Street Light committee recommending that Street Lights be places onMill Street from Fourth to Eighth Streets, also Calling the attention of th Council to the fact that the Street Lights heretofore ordered to be placed on Columbia from Eighth to Twelfth St]]s;- Madison St from Eighth to Eleventh Streets;- James St from Eighth to Tenth St, & Front St from Pine to Vine Streets are outside of the StreetLight limits and there will be no funds to pay for said lights and therefore recommending that the orderes establishing these lights be rescinded. Also recommending that the Council take action on the proposition of the Electric Light

An Ordinance is submitted by the Clerk entitled "A special Ordinance appropriating money to pay audited bills" which is passed by the following vote viz: In favor of the same Coulter, Furth, Frink, Green, Hinckley, Russell & Reitze, Against None.
